The City Council met on March 19, 2009, at the Plainview Convention Center, 2902
West 4t Street, Plainview, Texas. The agenda for this meeting was posted in City Hall
at 11:25 a.m. on March 16, 2009. Mayor John C. Anderson presided. Councilmembers
present were: Cathy Waggoner-District 2, Belinda Pena-District 3, Wendell Dunlap-
District 6 and Roland Nash-District 7. Councilmembers Kelvin Tipton-District 1, John
N. Bertsch-District 4 and Ron Trusler-District 5 were absent.
Staff members present were: Greg Ingham-City Manager, Mike Gilliland-Director of
Public Works, Will Mull-Police Chief, Leslie Pearce-City Attorney, Jack Keller-Budget
Manager, Rusty Powers-Fire Chief, Dale Simpson-Civil Service Director, and Belinda
Hinojosa-City Secretary.
Guests Present: Randy Kaufman and Tommy McMillan
News Media Representative: Hayley Cox-Plainview Daily Herald
Mayor Anderson delivered the invocation.
The Council granted excused absences to Councilmember Kelvin Tipton and Ron
Trusler.
Greg Ingham, City Manager stated the Council had been presented with the financial
reports. We are continuing to review the reports because of fluctuations in a couple of
revenue streams, but overall the City is still right on track.
Greg Ingham presented for consideration and to take necessary action regarding Lease
Agreement between City of Plainview and the Optimist Baseball Program. He
stated the City has had a long term relationship with the Optimist Baseball Program.
The program does a great job. This is for a lease of the six playing fields located at the
Broadway Park Street area. They lease the fields during the summer when the School
is not utilizing the fields. The City has a separate lease with Plainview Independent
School District and the two entities work together. One change to the contract is we are
going from a three year contract to a five year contract.
Mayor Anderson asked for public comment.
Randy Kaufman with the Optimist Program stated they had received a plaque for 50
years of service in Plainview. He stated they liked having the Contract for five years.
Councilmember Dunlap moved to accept the Lease Agreement between the City of
Plainview and the Optimist Baseball program. The motion was duly seconded by
Councilmember Waggoner.
Mayor Anderson stated the fields would be used by both the school and the Optimist
program and it is spelled out in agreement that if they cannot work out the usage, then a
decision shall be made by the City Manager as to who gets to use it. He stated the
school uses Bulldog Field and Jacobs's field from January through May and any post
season games. He asked if girl's softball also used some of these fields. He was
advised yes, but their season starts after the boys are finished.

Councilmember Dunlap thanked the Optimist program for the good job that they do for
the City and kids.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.
Mr. Ingham presented for consideration and to take necessary action regarding
Concession Agreement between the City of Plainview and the Noon Optimist Summer
Baseball Program. He stated this is for the use of the concession stands during the
time their baseball program is operating. When the school uses the field, the booster
club is in charge of the concession stand for that field.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Pena moved to approve the Concession Agreement between the City
of Plainview and the Noon Optimist Summer Baseball program. The motion was duly
seconded by Councilmember Nash.
Councilmember Pena asked if the concession stands were open during all ballgames.
Mr. Kaufman advised that they try to have them open at all times, but at times when
they have last minute rescheduling sometimes they are unable to reach the non-profit
organization that is managing the stands.
Mayor Anderson thanked the Optimist for what they do.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.
There being no further business, Mayor Anderson adjourned the meeting at 11:53 a.m.
