The Plainview City Council met on May 26, 2009 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:45 p.m. on May 22, 2009. Mayor John C. Anderson
presided. Councilmembers present were: Kelvin Tipton-District 1, Cathy Waggoner-
District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ron Trusler-District 5,
Wendell Dunlap-District 6 and Roland Nash-District 7.
Staff members present were: Greg Ingham-City Manager, Mike Gilliland-Director of
Public Works, Leslie Pearce-City Attorney, Will Mull-Police Chief, Dale Simpson-
Director of Civil Service, Eric Turner-Main Street Coordinator, and Belinda Hinojosa-City
Secretary.
Guests Present: Josue Silva, Susan Turner, David Wilder, Angel Morren and Sherrie
Wall

Councilmember Ron Trusler delivered the invocation and led in the Pledge of
Allegiance.
Councilmember Dunlap moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Tipton and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of May 12, 2009 and May
21, 2009; and approval of financial reports.
Mayor Anderson introduced David Wilder of 300 Lometa to speak on the Wee Care
Child Care Center Project. Mr. Wilder introduced Angel Morren and Sherrie Wall. He
provided an update on the project. He stated he was here to ask the City for proration of
sewer and water costs; waiver of building permits; waive street and curb removal as per
conversation with Greg Ingham and Mike Gilliland; and waive landfill charges. He
asked that the City consider these items. These items would be in addition to the
$50,000 pledged by the City.
There was no additional public comment.
Mr. Ingham stated Wee Care is a non profit organization that handles federal funds.
Child care is important to the community. He stated the costs of waiving the water and
sewer pro-rata fees would be $4,261.25; the building permit fees would be around
$2,800; and the costs of widening the street was estimated at $10,000 which comes to
a total of about $17,000. Mr. Ingham said that there is no specific estimate on the
amount of landfill fees that could be incurred, but if the City Council chose to waive
some part of the fees they might consider a cap of say $3,000.00.
Mayor Anderson moved to waive fees as outlined giving City staff room to vary dollars
as necessary with a not to exceed value of $20,000. The motion was duly seconded by
Councilmember Pena and carried by unanimous vote.
Greg Ingham introduced Josh Silva, Region Partner Specialist with the Census
Bureau. Mr. Silva stated the Census for 2010 will be shorter with ten questions or less.

He stated it is important to count everybody once. Census date is April 1, 2010. He
stated the Mayor will be appointing individuals to a complete count committee. The goal
of this committee is to get the word out about the Census. He stressed that the
information provided is confidential and cannot be divulged to anyone. He stated there
are penalties that exist.
Mr. Ingham stated the Chief Elected Official of the City and the County Judge will be
appointing individuals to this committee. Mayor Anderson will be appointing people
from the City and Judge Dodson will appoint people from the County area outside the
city limits.
Mayor Anderson asked for public comment. There was none.
Councilmember Truster moved that we create and participate in the Census Complete
Count Committee with the County and authorize Mayor to appoint members. The
motion was duly seconded by Councilmember Waggoner.
Councilmember Dunlap asked what the Complete Count Committee would do? Mr.
Silva advised the Committee would educate folks that the Census is coming.
Councilmember Pena asked when forms would be mailed to the homes? Mr. Silva
provided the following timeline:
• March 1St Get notice that Census is coming
• March 15 Questionnaire arrives
• April 1St Questionnaire due date
• April 15 -July People visit homes of individuals where questionnaire
was not turned in
Councilmember Tipton asked what percentage voluntarily mailed in their census in the
past? Mr. Silva stated 67% total; Plainview was 64% and County was 62%. He stated
it cost $80 to $90 million for every 1 % not turned in.
Mayor Anderson asked if someone was not a citizen, but legally here in City, how
comfortable should they feel that nothing bad would happen? Mr. Silva stated the
information is confidential and no information can be divulged.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.
There being no further business, Mayor Anderson adjourned the meeting at 7:48 p.m.
