HomeMy WebLinkAbout09 0609 min305 The Plainview City Council met on June 9, 2009 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 2:45 p.m. on June 5, 2009. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Cathy Waggoner- District 2, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmember Belinda Pena-District 3 was absent. Staff members present were: Greg Ingham-City Manager, Mike Gilliland-Director of Public Works, Will Mull-Police Chief, Dale Simpson-Director of Civil Service, Eric Turner-Main Street Manager/CVB Coordinator, Paul Jefferson-Code Enforcement Officer and Belinda Hinojosa-City Secretary. Guests Present: Susan Turner and Brenda Jefferson News Media Representative: Tommy Young-Plainview Daily Herald Councilmember Wendell Dunlap delivered the invocation and led in the Pledge of Allegiance. Councilmember Tipton moved to adopt the consent calendar. The motion was duly seconded by Councilmember Trusler and carried by unanimous vote. Items approved on the consent calendar included the approval of the minutes of May 26, 2009 and June 4, 2009; and the granting of an excused absence to Councilmember Belinda Pena. Greg Ingham, City Manager presented for consideration Resolution R09-198, a Resolution of the City Council of the City of Plainview, Texas, Approving Pavement Improvements to the Hale County Airport With Financial Assistance From the Texas Department of Transportation; Designating Texas Department of Transportation As The Agent For Applying For, Receiving and Disbursing All Funds For Improvements and Administration of Contracts Necessary For Implementation of Improvements; and Authorization of the Mayor to Execute on Behalf of the City all Contracts and Agreements Necessary With the State of Texas, Represented By the Texas Department of Transportation. He stated the Airport is jointly owned by the City and County and we each pay 50% of expenses. The Plainview/Hale County Airport has been tentatively approved for an airport improvement grant. The total cost of this project is projected to be $812,000 with the City and County's combined share coming to $75,550. While these are usually 90/10 funds, they have reduced the match on the engineering/planning part of the project to 5% match. The engineering portion is $113,000 with the City's portion being $2,825.00 which we will need to have available December 2009. The City's expense for the engineering/design portion will be $34,950 which we will need to have available by October 2010. He stated staff recommends approval with this money to come out of the general fund balance. Mayor Anderson asked for public comment. There was no public comment. Councilmember Dunlap moved approval of Resolution R09-198. The motion was duly seconded by Councilmember Nash and carried by unanimous vote. City Council Minutes June 9, 2009 Page 1 of 2 306 Eric Turner, Main Street Manager/CVB Coordinator presented for consideration Resolution R09-199, a Resolution of the City Council of the City of Plainview, Texas, Approving the Request of Bar-None Rodeo Association and Titan Sports to Host the 2009 Annual Bar-None Rodeo and Juneteenth Parade; Authorizing the Filing of the Agreement for the Temporary Closure of State Right-Of-Way With the Texas Department of Transportation For This Annual Parade; Declaring That the Event Serves a Public Purpose; and Agreeing to Comply With Regulations. He stated this is a little bit different than in the past. The Texas Department of Transportation is requiring us to submit a Council resolution any time we need to temporarily close a state right-of-way. This request is for a temporary closure of a portion of Highway 70 for the Bar None Rodeo and Juneteenth Parade. The closure would be for approximately 30 minutes. Mayor Anderson asked for public comment. There was no public comment. Councilmember Nash moved approval of Resolution R09-199. The motion was duly seconded by Councilmember Waggoner and carried by unanimous vote. Mr. Turner presented for consideration Resolution R09-200, a Resolution of the City Council of the City of Plainview, Texas, Approving the Request of Hale County Dairy Families to Host the 2009 Annual Red, White & Moo Milk Festival Parade; Authorizing the Filing of the Agreement for the Temporary Closure of State Right-Of-Way With the Texas Department of Transportation For This Annual Parade; Declaring That the Event Serves a Public Purpose; and Agreeing to Comply With Regulations. This Resolution is identical as the previous Resolution except that this is for Friday, July 3rd at 4:00 p.m. for the Red, White & Moo Milk Festival Parade. Mayor Anderson asked for public comment. There was no public comment. Councilmember Tipton moved approval of Resolution R09-200. The motion was duly seconded by Councilmember Bertsch and carried by unanimous vote. Mayor Anderson moved to go into closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code, Section 551.074]. Appointments to the following boards and commissions: Board of Adjustment, Building Trades/Fire Code Appeals Board and Board of Minimum Housing. The motion was duly seconded by Councilmember Truster and carried by unanimous vote. Mayor Anderson recessed the meeting at 7:16 p.m. Mayor Anderson called the meeting back in open session at 7:33 p.m. Mayor Anderson moved to appoint Bill McDowell as an alternate to the Board of Adjustment with said term to expire on January 1, 2011 and as a member of the Building Trades/Fire Code Board of Appeals with said term to expire on January 1, 2013. The motion was duly seconded by Councilmember Bertsch and carried by unanimous vote.
