The City Council met on June 18, 2009, at the Plainview Convention Center, 2902 West
4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
11:27 a.m. on June 15, 2009. Mayor John C. Anderson presided. Councilmembers
present were: Kelvin Tipton-District 1, Cathy Waggoner-District 2, Belinda Pena-District
3, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmembers John N.
Bertsch-District 4, and Ron Trusler-District 5 were absent.
Staff members present were: Greg Ingham-City Manager, Mike Gilliland-Director of
Public Works, Will Mull-Police Chief, Dale Simpson-Civil Service Director, Leslie
Pearce-City Attorney, Jack Keller-Budget Manager, Rusty Powers-Fire Chief and
Belinda Hinojosa-City Secretary.

Councilmember Belinda Pena delivered the invocation.
The Council granted excused absences to Councilmembers John N. Bertsch and Ron
Trusler.
Greg Ingham, City Manager presented for consideration to Establish Consultant
Selection Process for Plainview/Hale County Airport Project. He stated at
the last meeting the City approved the grant application. He met with the Airport
Board and they have two options:
1. Create local consultant selection committee to hire engineer; or
2. Allow TxDot to select the engineer.
The Airport Board voted to create a local consultant selection committee and
recommended the appointment of Ray Lee, Bill Cross and David McDonald.
Mayor Anderson asked for public comment. Councilmember Tipton moved to create
the Local Consultant Selection Committee and to appoint Ray Lee, Bill Cross and David
McDonald to that Committee. The motion was duly seconded by Councilmember
Dunlap and carried by unanimous vote.
William Mull, Police Chief presented for consideration Resolution R09-201, a Resolution
of the City Council of the City of Plainview, Texas, Authorizing the Filing of Justice
Assistance Grant Applications with the Criminal Justice Division of the Governor's Office
of the State of Texas for an Assistance to Law Enforcement; Designating an Authorized
Official and authorizing Such Official to Execute all Documents Necessary; and
Pledging Compliance to the Awarded Grant Program. He stated this is the third grant
since July. This Edward Byrne Memorial Justice Assistance Grant is for $10,447 and is
similar to the grant applied for earlier. In order to proceed with the application we need
to give public notice, approve this Resolution and approve an Interlocal Agreement with
the County. Judge Dodson will be taking the agreement before the Commissioner's
Court at the next meeting. This grant is to purchase two laptops at a cost of $6,829.00
each for a total of $13,658. The remaining $3,211 would come out of next year's
budget.

Mayor Anderson asked for public comment. There was no public comment.
Councilmember Pena moved to approve Resolution R09-201. The motion was duly
seconded by Councilmember Waggoner and carried by unanimous vote.
Chief William Mull, presented for consideration the Interlocal Agreement between the
City of Plainview and County of Hale -Recovery Act: Justice Assistance Grant (JAG)
Program Award. He stated this is identical to the previous Agreement and is required
for the grant application mentioned earlier. The County would sign off saying that will
receive zero dollars of the grant.
Mayor Anderson asked for public comment There was no public comment.
Councilmember Nash moved to approve the signing of the Interlocal Agreement
between the City of Plainview and County of Hale -Recovery Act: Justice Assistance
Grant (JAG) Program Award. The motion was duly seconded by Councilmember
Dunlap and carried by unanimous vote.
There being no further business, Mayor Anderson adjourned the meeting at 11:47 a.m.
