HomeMy WebLinkAbout09 0820 min322 CITY COUNCIL WORKSESSION MINUTES August 20, 2009 The Plainview City Council met on Thursday, August 20, 2009 at the Plainview Convention. Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 10:30 a.m. August 17, 2009. Mayor Anderson presided. City Council Members present were: Cathy Waggoner, District 2; Belinda Pena, District 3; John Bertsch, District 4; Ron Trusler, District 5; and Roland Nash, District 7. Staff members present were: Greg Ingham, City Manager; Leslie Pearce, City Attorney; Chief William Mull, Police Department; Rusty Powers, Fire Chief; Jack Keller, Budget Manager; Dale Simpson, Civil Services Director; Mike Gilliland, Public Works Director; Kelly Shurbet, Director of Nursing; and Katherine Egger, Deputy City Secretary. Visitors present: Vince Viaille, Specialized Public Finance, Inc. Media Present: Tommy Young, Plainview DailYHerald Mayor Anderson called the meeting to order at 11:38 a.m. 1. Belinda Pena led the invocation. 2. Councilmembers Kelvin Tipton and Wendell Dunlap were excused absences. 3. City Manager Greg Ingham introduced Vince Viaille of Specialized Public Finance, Inc. Mr. Viaille was formerly with First Southwest Company and has now created his own independent company with other former First Southwest Company employees. Mr. Viaille distributed to each a copy of his presentation entitled $6,925,000 General Obligation Refunding Bonds, Series 2009. Councilmembers asked various questions to which Mr. Viaille responded. The Council will take action on this item at the Tuesday Council meeting. (Mayor Anderson excused himself and turned the meeting over to Mayor Pro-Tem Pena.) Ingham asked Budget Manager Jack Keller to provide some insights and Keller stated that Mr. Viaille has worked with the City for many years and he and his staff have established a good relationship with the City. Jack feels that if you can keep with the same person, it is in the best interest of the City to do so. Jack also added that Specialized Public Finance, Inc. offers annual Continuing Disclosure Services, which First Southwest offers at a higher rate. But SPF does not offer Arbitrage Rebate whereas First Southwest does. City Council Worksession Minutes -August 20, 2009 323 4. City Manager Greg Ingham reviewed the items for the August 25, 2009 City Council meeting: Item No. 4 will be split into two separate items. Items No. 5 and 6 -presented by Kelly Shurbet -are annual contracts with the State.
