HomeMy WebLinkAbout02 0108 minThe Plainview City Council met on January 8, 2002, at 7:00 p.m. in the Council
Chambers of Plainview City Hall, 901 Broadway. The Council met in pre-session at
6:30 p.m. The agenda for this meeting was posted at City Hall at 1:30 p.m. on-January
2, 2002. Mayor Pro Tern Buddy McGehee presided. Councilmembers present were:
Sam Parker-District 1, Mary Jane Shanes-District 2, Rey Rosas-District 3, Mike
Hutcherson-District 4, Ross Owen-District 5, Buddy McGehee-District 6 and Irene
Favila-District 7. Mayor Lloyd C. Woods was absent.
Staff present were: James P. Jeffers-City Manager, John Berry-Director of Public
Works, John Castro-Director of Community Development, Gary Glass-Fire Chief, Wally
Hatch-City Attorney, William Mull-Chief of Police, Dale Simpson-Director of Civil
Service, Matthew Tsakanikas-Main Street Coordinator, and Belinda Hinojosa-City
Secretary.
News media representative present were: Richard Orr-Plainview Daily
Mayor Pro Tem McGehee delivered the invocation.
The Girl Scouts led in the Pledge of Allegiance.
Councilmember Parker moved that the Consent Calendar be approved as presented.
The motion, duly seconded by Councilmember Favila, carried by unanimous vote.
Items approved on the Consent Calendar included: approval of the minutes of
December 11, 2001, December 20, 2001 and January 3, 2002; receipt of departmental
reports; approval of expenditures and the granting of an excused absence to Mayor
Lloyd C. Woods. The Council approved the reappointment of Ruby Riggins to the
Parks Advisory Board. The Council approved upon second reading Ordinance No.
01-3316, an Ordinance amending the Plainview Water Conservation and Drought
Contingency Plan; Penalties Clause; Cumulativeness Clause; Severability Clause;
Conflicts Clause; and Effective Date. The Council awarded the bid for seven police
vehicles to Plainview Dodge in the amount of $119,993.25.
Mr. Tsakanikas presented Ordinance No. 01-3315, an Ordinance Designating a
Certain Area as a Residential and/or Commercial Tax Abatement Zone in the
"Ci{y of Plainview, Texas to be known as Reinvestment Zone No. 2; Establishing
the Boundaries thereof; and providing for an Effective Date for second reading.
He stated it providbs tax abatement for the next five years for any new
construction or remodeling that increases the value of the property by $5,000 or
more. The abatement would apply to both residential and commercial property
located in the central business district. Councilmember Shanes moved that
Ordinance No. 01-3315 be approved. The motion duly seconded by
Councilmember Hutcherson, carried by unanimoUs vote.
Councilmember Owen made the motion to adjourn. The motion was duly seconded by
Councilmember Rosas and carried by unanimous vote. There being no further business
Mayor Pro Tem McGehee adjourned the meeting at 7:04 p.m.
