The Plainview City Council met on January 17, 2002 at 11:30 a.m. at the Plainview
Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this
meeting was posted in City Hall at 11:00 a.m. on January 14, 2002. Mayor Lloyd C.
Woods presided. Councilmembers present were: Sam Parker-District 1, Mary Jane
Shanes-District 2, Rey Rosas-District 3, Mike Hutcherson-District 4, Ross Owen-District
5, Buddy McGehee-District 6 and Irene Favila-District 7.
Staff members present were: James P. Jeffers-City Manager, John Berry-Director of
Public Works, John Castro-Director of Community Development, Brice Clements-
Assistant Director of Public Works/Engineer, Del Essary-Superintendent of Solid Waste
Management, Gary Glass-Fire Chief, Wally Hatch-City Attorney, William Mull-Chief of
Police, Elizabeth Regner-Assistant City Manager, Dale Simpson-Director of Civil
Service, and Belinda Hinojosa-City Secretary.

Guests Present: Amy Hatch and Deborah Rodriguez
Councilmember Rosas delivered the invocation.
The Council and staff then reviewed the agenda for the City Council meeting of January
22, 2002.
Mr. Jeffers advised the Council that Rosa Zuniga from the Frisco Street Committee
stated it was the Committee's recommendation as follows:
East 10th be changed to Calle Soto
Milwee remain as changed to Calle J. Mancias
Winchell remain as changed to Calle P. Martinez
Drake remain as changed to Calle Fr. Daly
Hilton remain as changed to El Barrio Road
Rock Island changed to Calle Soto be changed back to Rock Island
Yoakum changed to Calle C. Lopez be changed back to Yoakum
Davidson changed to Calle O. Hinojosa be changed back to Davidson
Gray changed to Calle Sepeda be changed back to Gray
Nixon changed to Calle F. Favila be changed back to- Nixon
Discussion was had on the street names with the consensus being to place the item on
the February 2002 agenda as recommended by the Committee.
Mr. Jeffers advised the Council that the City should receive final approval sometime late
January on the Running Water Draw Hike/Bike Trail. The project's completion time
should be 1.5 years. He stated that the City's match would be $335,0996.00 and the
City would attempt to acquire one-half of these costs from the County. Mr. Jeffers
advised the Council that the Chamber of Commerce has volunteered to raise funds for
amenities, however any final deCision on what amenitieS would be allowed alOng the
trail would be the Councils. A public hearing would be held to discuss the amenities
and Hale County would be asked to assist in funding the trail.

The Mayor complimented Solid Waste Superintendent Del Essary and his staff for the
work they do.
Mayor Woods adjourned the meeting at 12:29 p.m.
