HomeMy WebLinkAbout02 0122 min3O The Plainview City Council met on January 22, 2002, at 7:00 p.m. in the Council Chambers of Plainview City Hall, 901 Broadway. The Council met in pre-session at 6:30 p.m. The agenda for this meeting was posted at City Hall at 11:00 a.m. on January 15, 2002. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1, Mary Jane Shanes-District 2, Mike Hutcherson-District 4, Ross Owen- District 5 and Buddy McGehee-District 6. Councilmembers Rey Rosas-District 3 and Irene Favila-District 7 were absent. Staff present were: James P. Jeffers-City Manager, John Castro-Director of Community Development, Wally Hatch-City Attorney, Brice Clements-Assistant Director of Public Works/Engineer, Matthew Tsakanikas-Main Street Coordinator, Will Mull-Chief of Police, Dale Simpson-Director of Civil Service, Gary Glass-Fire Chief and Belinda Hinojosa-City Secretary. News media representative present were: Tommy Young-KKYN/KVOP Richard Orr-Plainview Daily Herald and Guests present were: Henderson Steve Long, John C. Anderson, Lou Balenton and Rubye The Girl Scouts led in the Pledge of Allegiance. The Mayor recognized Steve Long for his countless years of service to the City through production of the Mayor's monthly TV show, "Talk to Your City." Rubye Henderson presented information on February being Black Awareness Month. Councilmember Parker moved that the Consent Calendar be approved as presented. The motion, duly seconded by Councilmember Hutcherson, carried by unanimous vote. Items approved on the Consent Calendar included: approval of the minutes of January 8, 2002 and January 17, 2002; receipt of departmental reports; approval of expenditures and the granting of an excused absence to Councilmembers Rosas and Favila. The Council approved tax abatement agreements with Cirilo Montoney 1124 W. 31st, Jesus Villagrana 1126 W 31st, Isaias Vaquera 1116 W.'31st, Jesus & Dulce Ortiz 1118 W. 31st, Thomas & Susan Martinez 1128 W. 31st, Cesar Arroyo 1132 W. 31st, Bill Boyles 1115 W. 32nd, Charles Ray Owens 1207 W. 32nd, Terry Carter dba Superior Homes 1205 W. 32nd, 1109 W. 32nd, 1201 W. 32nd, 1203 W. 32nd, and 1120 W. 31st' Each of these individuals will receive 100% tax abatement for five years. The Council approved the awarding of bids to the following: Plainview Dodge for the cargo van in the amount of $16,935.00 for the engineering department; Jack Morris Ford for the purchase of a % ton pickup in the amount of $13,975.75 for meter services; and Jack Morris Ford for the purchase of 3/~ ton pickup in the amount of $21,080.15 for the water and sewer department. The Council approved the awarding of bids to the following: S&H Metal Works, Lubbock, Texas for the purchase of 3 Cubic Yard Refuse Containers in the amount of $230.00 for the solid waste collection department; Express Truck & Equipment, Hutchins, Texas in the amount of $50,560.00 for refuse packer body for solid waste collection; and Staley Enterprises, Houston, Texas in the amount of $43,460.00 for a new horizontal baler and conveyor for the Recycling Department. The Council approved R02-108, a Resolution of the City Council of the City Of Plainview, Texas, promoting rules and regulations regarding the use of excessive force during nonviolent civil right's demonstrations, including physically barring entrance to a City of Plainview January 22, 2002 Page 1 of 2 facility or location which is the subject of such demonstrations, and providing penalties for violations. Passage of this resolution is a requirement of the grants management office to comply with civil right's requirement of the law. The Council approved an Interlocal Agreement with Hale County identifying the City of Plainview as the governmental entity, which will regulate subdivision plats and approve related permits in the City's extraterritorial jurisdiction, per HB 1445. The Council approved the application to the American Heart Association for a grant to acquire seven (7) automated External Defibrillators for the fire department. Brice Clements, Assistant Director of Public Works/Engineer provided a report on the Wastewater Treatment Plant. The Council. did not go into closed session to review economic development negotiations on the TDCJ training facilities per Texas Gov't Code Ann. Section 551.087. Jim Jeffers advised the Council that the TDCJ Training Facility Construction was underway. He applauded the work of Speaker Laney's office (specifically Chief of Staff Barry Miller), TDCJ Executive Director and Assistant Executive Director, Warden. J. V. Young, and John Anderson Chairman of the City's Coordinating Board of Economic Development. John Anderson advised the Council that TDCJ played an important role in economic development. He stated that the Wheeler and Formby Units employ 500 people; Region V employs 21, and Human Resources employs 14. The new Training Academy will create 15 new jobs and bring 120 trainees to the community. He said the City benefits from inmate labor and would have access to the firing range. The cost to upgrade the existing City range could cost $238,000 and he noted having the range on the TDCJ property would relieve the City of any liability. He stated it was his recommendation for the City to build the berm, road and parking lot and contribute $20,000 to offset other construction costs. The City may also have to spend an additional $5,000 in purchasing construction materials and leasing construction equipment. TDCJ will provide the remaining amount, about $300,000. He commended the City for providing water and sewer service to the facility and providing the building for the Region V office. Mayor Woods pUblicly thanked Speaker Laney and John C. Anderson for their work. Mayor Woods moved that the City accept the project as stated. The motion duly seconded by Councilmember Owen, carried unanimously. Councilmember Hutcherson made the motion to adjourn. The motion was duly seconded by Councilmember Owen and carried by unanimous vote.
