HomeMy WebLinkAbout02 0207 min32 The Plainview City Council met on February 7, 2002 at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on February 4, 2002. Mayor Lloyd C. Woods presided. Councilmembers present were: Mary Jane Shanes-District 2, Rey Rosas-District 3, Mike Hutcherson-District 4, Buddy McGehee-District 6 and Irene Favila-District 7.Councilmembers absent were: Sam Parker-District I and Ross Owen-District 5. Staff members present were: Jim Jeffers-City Manager, John Berry-Director of Public Works, John Castro-Director of Community Development, Brice Clements-Assistant Director of Public Works/Engineer, Gary Glass-Fire Chief, Wally Hatch-City Attorney, Will Mull-Chief of Police, Elizabeth Regner-Assistant City Manager, Dale Simpson- Director Civil Service, Matthew Tsakanikas-Main Street Coordinator and Belinda Hinojosa, City Secretary. News Media Representative: Richard Orr-Plainview Daily Herald Belinda Hinojosa, City Secretary delivered the Invocation. Counciimembers Parker and Owen were granted excused absences. The Council and staff then reviewed the. agenda for the City Council meeting of ,January 22, 2002. Mr. Jeffers advised that a letter had been received from Coldwell Bankers on behalf of Danbe Partners, Ltd. owner of StoneGate Shopping Center requesting reimbursement of development expenses and reduction of property taxes. They stated that the recent center developments such as Staples Office Supply Store, Sonic Drive-In, Holiday Inn Express, Blockbuster Video and a recent lease signed for a Regional Kidney Dialysis Center (Renal Center of Plainview) all have added to the city's tax base and provided jobs. They requested the following community development incentives: · Refund of permit fees for the construction of new 11,500 sq. ft. building ($1,500) · Consideration of a tax abatement on value of the improvements of the excess space in the new 11,500 sq. ft. building until leased to new tenants and built out for their use · Refund of city's tap fee for the water meter set at StoneGate for Renal Center of Plainview ($660.00 plus deposit) · Refund cost to extend 2" water line from fire hydrant by Wal-Mart to Renal Center Mr. Jeffers advised there was miscommunication regarding the water line to the Renal Center. Mr. Womack of Coldwell Banker stated Oscar Rodriquez, water and sewer maintenance superintendent, advised him the water line in the alley behind the shopping center was a 2" water line. However, Mr. Rodriquez stated he told them that he was unsure of the size of the line, but if the City had put in the line, it would have been at least a 2~ line. Mr. ,Jeffers advised the Council that incentives are normally provided to get businesses and/or industry to come to Plainview or utilized to retain jobs. He stated the City had not offered retail incentives in the past, but it did not mean that the City could depart City of Plainview City Council Minutes February 7, 2002 Page I of 2 from this practice. He stated in fact, there could come a time that the City would offer some type of incentives to a retail business, especially an outlet mall. Councilmember Hutcherson moved the City decline the request and t no further action be taken. The motion duly seconded by Councilmember Shanes, carried by unanimous vote.
