The Plainview City Council met on February 12, 2002, at 7:00 p.m. in the Council
Chambers of Plainview City Hall, 901 Broadway. The Council met in pro-session at
6:30 p.m. The agenda for this meeting was posted at City Hall at 9:30 a.m. on February
6, 2002. Mayor Lloyd C. Woods presided. Councilmembers present were: Rey Rosas-
District 3, Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7.
Councilmembers Sam Parker-District 1, Mary Jane Shanes-DiStrict 2 and Mike
Hutcherson-District 4 were absent.
Staff present were: James P. Jeffers-City Manager, John Berry-Director of Public
Works, John Castro-Director of Community Development, Wally Hatch-City Attorney,
William Mull-Chief of Police, Elizabeth Regner-Assistant City Manager, Dale Simpson-
Director of Civil Service, Matthew Tsakanikas-Main Street Coordinator, and Belinda
Hinojosa-City Secretary.

Guests present were: Ignacio Soto, Jr., Adam Soto, Martin Soto, Silverio Soto,
Alex Soto and family, Rosa Zuniga, Ruben Ramirez, Calauhio Gaurjado, Lou Balenton
and Lionel Garcia.
The Webelos led in the Pledge of Allegiance.
Councilmember Favila moved the Consent Calendar be approved as presented. The
motion, duly seconded by Councilmember Rosas; carried by unanimous vote. Items
approved on the Consent Calendar included: approval of the minutes of January 22,
2002 and February 7, 2002; receipt of departmental reports; approval of expenditures
and the granting of an excused absence to Councilmembers Sam Parker-District 1,
Mary Jane Shanes-District 2 and Mike Hutcherson-District 4. The Council approved the
reappointment of Frankie Carter, Jerry Catlin, Paul Reynozo and Lynn Davis to
Planning & Zoning Commission with terms to expire 12/31/2003; reappointment of
James Crossland to the Board of Minimum Housing with term to expire 12/31/03;
reappointment of Ray Jameson to the Board of Adjustment with term to expire
12/31/03; reappointment of Norvene Owen as alternate to the Board of Adjustment
with term to expire 12/31/03; and reappointment of Ray Lee to Airport Board with term
to expire January 1, 2006. The Council approved the signing of the water
amendments from Cactus Feeders, which amends Section VIII to state that in case of
a shortage of water resulting from droUght, the water to be distributed shall be divided in
accordance with the Texas Water Code §11.039. The Council approved the signing of
the water amendments from Excel Corporation, which amends Article II to state that
in case of a shortage of water resulting from drought, the water to be distributed shall be
divided in accordance with the Texas Water Code §11.039.
Mr. Jeffers presented Ordinance No. 02-3317, an Ordinance of the City of Plainview,
Texas providing for changing the street names of Calle Hinojosa to Davidson Street,
Calle Lopez to Yoakum Street, Calle Sepeda to Gray Street, Calle Favila to Nixon
Street, Calle Soto to Rock Island Street and E. 10th to Calle Soto; cumulativeness
clause; conflicts clause; severability clause; and effective date for first reading. He
advised the Council Calle Hinojosa will be changed back to Davidson Street; Calle
Lopez will be changed back to Yoakum Street; Calle Sepeda will be changed back to
Gray Street; Calle Favila will be changed back to Nixon Street; Calle Soto will be
changed back to Rock Island Street and East 10th Street from Calle Mancias to Calle

Soto, will be changed to Calle Soto. He also mentioned that Drake Street had
previously changed to Calle Fr. Daly; Hilton had previously changed to El Barrio Road;
Winchell had previously changed to Calle P. Martinez and Milwee had previously
changed to Calle J. Mancias will all remain as is.
There was no public comment. Mayor Woods moved that Ordinance No. 02-3317 be
approved upon first reading. The motion duly seconded by Councilmember Rosas,
carried by unanimous vote.
Mrs. Charlene Osborne of 308 SW Alpine expressed concern over the 10 ft easement
across her property. She lives by Hillcrest Elementary School and parents park in front
of her property and tromp across her yard getting to and from the school. Mr. Marvin
Osborne also expressed concern.
Mrs. Osborne requested the City provide some assistance either by providing no
parking signs in front of her property or providing her with some type of resOlution to the
problem.
Chief Mull stated he had researched the installation of no parking signs in front of the
Osborne property, but felt it was not feasible. He stated there had been 3 accidents in
the area. Two had been at the stop sign at Crestway and Alpine and one at the school
where someone had backed up into a vehicle. He had visited Mrs. Monroe and Mrs.
Merrick who live in the vicinity of the Osborne's and they both stated they did not
support "no parking" signs to be posted. Chief Mull stated he could not post this area
without posting the Monroe property too. He felt by posting no parking signs, it would
only create a further problem by encouraging pedestrians to walk the entire length of the
Osborne property to get to their vehicles.
Councilmember Owen stated he was sympathetic with their situation, for he had once
lived .by Estacado School and experienced the same problems, but there was not
anything the City could do. He stated he would contact Mr. Jim Mock, school board
president to see if there was anything the school could do to help alleviate the
problems. Councilmember Owen moved that the request be denied. The motion duly
seconded by Councilmember McGehee, carried by unanimous vote.
Mayor Woods suggested to the Osborne's that they might consider installing a sidewalk
right next to the curb. He stated if the City approved no parking signs, they would have
dOzens of people who live by schOols requesting them also.
Elizabeth Regner presented the Community Garden Report.
Ruth Miller, a resident of Plainview for 55 years expressed support of the Community
Garden.
Councilmember Rosas made the motion to adjourn.
Councilmember Owen and carried by unanimous vote.
