HomeMy WebLinkAbout02 0221 min36 The Plainview City Council met on February 21, 2002 at 11:30 a.m. at the Plainview Convention center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 5:00 p.m. on February 15, 2002. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1, Mary Jane Shanes-District 2, Rey Rosas;District 3, Ross Owen-District 5, Irene Favila-District 7. Councilmembers absent were: Buddy McGehee-District 6 and Mike Hutcherson-District 4. Staff members present were: Jim Jeffers-City Manager, Elizabeth Regner-Assistant City Manager, Brice Clements-Assistant Director of Public Works/Engineer, John Berry- Director of Public Works/Engineer, Rick Cox- Superintendent-Street and Traffic Safety, Will Mull-Chief of Police, John Castro-Director of Community Development, and Wally Hatch-City Attorney. Guests present were: Lou Balenton. News Media Representative: Richard Orr-Plainview Daily Herald Jim Jeffers, City Manager delivered the Invocation. Councilmember McGehee was granted an excused absence. The Council and staff then reviewed the agenda for the City Council meeting of February 26, 2002. Assistant City Manager Elizabeth Regner reviewed three-year-old plans of the City to build a community center in 7th Street Park. Mrs. Regner explained the City had $110,000 and due to the fact the structure would be located in the flood plain would limit the City's ability to build a structure of acceptable size. Mrs. Regner advised the Council of its options: proceed with plans to build a new community building, build a new structure such as a pavilion, rehab an existing building or do nothing. Said options were looked at in detail including acquisition of a building in downtown such as the abandoned Poarch's Furniture structure. If the pavilion were built, it would be approximately 60 feet in diameter. After some discussion, the City Council concurred the City should pursue construction of the pavilion in 7th Street Park. It was noted that the Lions Club had donated $10,000 towards a community building and the Lions would be contacted to ascertain whether or not they wish to participate in the pavilion. If so, the pavilion would recognize the Lions for their contribution to the pavilion and the community. Mayor Woods also noted that the City should honor the Plainview Businesswomen and Professional Club for their contribution of the old building at this site, which had to be demolished because of its poor state of repair. City Attorney Wally Hatch reviewed the underground tank removal at 2103 Columbia and the subsequent pollution issue. Mr. Hatch noted the property was checked off to the City, County and School District for delinquent taxes by the Appraisal District and the City was not notified of such. If the City had been notified, an inspection would have been done and the City would have recommended refusal of acceptance of the property. Currently approximately $33,000 is owed to an environmental cleanup firm for drilling test wells. Mr. Hatch recommended the City, County and School District pay their proportionate share of said cleanup. Mr. Hatch also emphasized the City will City of Plainview City Council Minutes February 21, 2002 Page 1 of 2 continue to work with the Texas Natural Resource Conservation Commission to relieve the City of this and future liability, but there may indeed be additional liability. Mr. Jeffers informed the Council the City would handle this matter administratively and would keep the Council informed of developments. Assistant City Manager Elizabeth Regner informed the Council a claim for damage to City roofs by hail had been processed by the City's insurance carrier, the Texas Municipal League Insurance Risk Pool. The City is preparing specifications to repair roofs on 23 structures. It is anticipated roof repair will begin in June. City Manager Jim Jeffers reviewed bids and cost estimates for repairing the exterior of the Santa Fe Depot. The City requested proposals for roof repairs with concrete tile roof material and composition three-tab shingles. ~With the concrete green tile roof, a proposal was received from J. Q. Long Roofing for $19,453 and from Dickerson Contractors for $18,640. Dickerson proposed to use prison labor to remove the material saving $2,500.00 for a total bid of $14,640. The City also received a $4,000 grant to offset a portion of the roof repair. On the composition three-tab shingles, J. Q. Long Roofing bid $8,371 and Dickerson Construction bid $9,220. Dickerson ConstruCtion once again agreed to use prison labor to remove the old roof. Other miscellaneous repairs are anticipated to cost about $4,900. After extensive discussion and an emphasis on historic preservation, Mayor Woods moved the bid be awarded to Dickerson Construction utilizing the concrete tile roof. The motion was duly seconded by Councilmember Rosas and passed by a vote of five to one, with Mayor Woods, Councilmembers Parker, Shanes, Rosas and Favila voting "for" and Councilmember Owen voting "against." The City Manager announced a budget amendment would be prepared to authorize the roof repair expenditure and the other exterior fix up costs. It was emphasized a use had not yet been identified for the depot and the current emphasis is on preservation of the outside of the building.
