HomeMy WebLinkAbout01 0710 min226 The Plainview City Council met on July 10, 2001, at 7:00 p.m. in the Council Chambers oCPlainview City Hall, 901 Broadway. The Council met in pre-session at 6:30 p.m. The agenda for this meeting was posted at City Hall at 10:30 a.m. on July 3, 2001. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1; Mary Jane Shanes,District 2; Rey Rosas-District 3; Mike Hutcherson-District 4; Ross Owen- District 5; Buddy McGehee-District 6. Councilmembers absent were: Irene Favila-District 7. Staff present were: James P. Jeffers-City Manager; John Berry-Director of Public Works; John Castro-Director of Community Development; Wally Hatch-City Attorney; Norman Huggins-Director of Finance; Sean Lanier-Assistant Director of Public Works/City Engineer; William Mull-Chief of Police; Dale Simpson-Director of Civil Service; Matthew Tsakanikas-Main Street Coordinator; and Belinda Hinojosa-City Secretary. News media representative present were: Tommy Young-KKYN/KVOP Richard Orr-Plainview Daily Herald and Guests present were: George Rodriguez, Rudd Owen, Barbara Strain, Willie Strain, Jimmy Hill and Lena Faye Hill and family, Rita Ybarra and family. Councilmember Shanes delivered the invocation. The Girl Scouts led in the Pledge of Allegiance. Rey Rosas moved that the Council award Rita Ybarra with the Medal of Honor for her assistance to Jimmy Hill on May 30, 2001. Mr. Hill was injured in a mower accident. Ms. Ybarra applied direct pressure to Mr. Hill's left leg to reduce the loss of blood, which could have been life threatening. The motion duly seconded by Councilmember Hutcherson carried by unanimous vote. Mayor Woods presented the Medal of Honor to Ms. Ybarra. He noted that Ms. Ybarra's children had assisted Ms. Ybarra. Mayor Woods mentioned that this was only the fourth Medal of Honor awarded by the City. The Plainview Roadrunners Car Club presented a check in the amount of $7,000.00 to the Meals on Wheels program. This is the largest amount to ever have been received by the Meals on Wheels program. Councilmember Parker moved that the Consent Calendar be approved as presented. The motion, duly seconded by Councilmember Rosas, carried by unanimous vote. Items approved on the Consent Calendar included: approval of the Minutes of June 26, 2001 and July 5, 2001; receipt of departmental reports; approval of expenditures; and granting of an excused absence for this meeting to Councilmember Favila. The Council approved the appointment of Mary Charlene Jones to the Board of Adjustments. The City received one bid for the water well submergible pump. The bid was from High Plains Drilling in Abemathy for $46,985.02, which allowed for certain deductions thereby reducing it to $37,056.68. The pump will be located in the landfill area and will provide water to the prisons. It wil! be set to pump at 600 gallons per minute. Mr. Castro presented Ordinance No. 01-3292 amending the zoning map of the City of Plainview by issuance of a specific use permit to operate a retail tire sales store (no outside storage) in a commercial retail (C-2) district said parcel of land being Lots 3 & 4, City of Plainview City Council Minutes July 10, 2001 Page 1 of 1 Unit No 2, West End Addition, the same being 1100 N 1-27; cumulativeness clause; conflicts clause; severability clause; and effective date. (First Reading) He stated that Rudd Owen had applied on behalf of William S. Strain II, who wishes to operate a retail tire store. Mr. Castro stated the Planning and Zoning Commission had recommended the Council approve the specific use permit and he had received three favorable responses from the neighborhood. He did state that Section 13 stated the alley was to be reasonably clean with items to be stored behind fence. Any violation of this Section could result in the loss of the permit. Mayor Woods moved that the City adopt Ordinance No. 01-3292 (First Reading). The motion was duly seconded by Councilmember Hutcherson and carried by unanimous vote. Mr. Castro presented Ordinance No. 01-3293 of the City of Plainview, Texas, amending Section 2, Definitions and Section 6, General Provisions, of the Plainview Subdivision Ordinance No. 89-2807; street descriptions; severability clause; cumulativeness clause; conflicts clause; effective date. (First Reading) He stated this was mostly a housekeeping situation and that nothing had been changed other than to more clearly define street descriptions as recommended by the Planning & Zoning Commission. Councilmember Shanes moved that the City adopt Ordinance No. 01-3293 (First Reading). The motion was duly seconded by Councilmember McGehee and carried by unanimous vote.
