ORDINANCE NO. 93-2972
AN ORDINANCE OF THE CITY OF PLAINVIEVf, TEXAS
ESTABLISHING A UNIFORM ATTENDANCE POLICY FOR
MEMBERS OF AIJ. BOARDS, COMMITTEES AND
COMMISSIONS APPOINTED BY THE~ CITY COUNC~;
SEV~RABrLITY CLAUSE; CUM[.U~TIVENESS CLAUSE;
CONFLICTS CLAUSE; AND EFFECTIVE DATE.
WHEREAS, the City Council of Plainview; Texas has noted that attendance by some
members of council-appointed boards, committees and commissions has been and
continues to be irregular; and
WHEREAS, the City Council desires that a uniform attendance policy be established
in order that regular attendance will be accomplished; and
NOW THEREFORE, BE IT ORDAINED, by the City Council of the City of Plainview
Texas that:
SECTION I.
Sections 6-47, 9-47(b), 14-23, 19-22 of the Plainview Code of Ordinances shall be
amended to read as follows; § 2-297 of the Plainview Code of Ordinance, §§ 37:1(6)
and 38:1(6) of the Zoning Ordinance, and § 8.1.5 of the Plainview Plumbing Code
shall be created to read as follows; and the policy for all other members of boards,
committees and commissions appointed by the City Council shall be as follows:
Absences
Each member of the Board/Cowmittee! Commission shall attend no less
than 75% of the reg~,la~ meetings called by the officers of the Board.
The secretary of the Board]Committee]Commission shall make a
quarterly report to the Mayor and City Council showing the attendance
of each member of the Board] Committee/Commission. Any
representative failing to attend 75% of the regular meetings legally
called during any calendar year ~without an excused absence, as
determined by a majority vote of the board members, shall be
automatically disqualified for service on the Board] Committee]
Commission and shall be replaced by the City Council. Should any
member of the Board]Committee]Commission move from the City or
otherwise become disq~mlified for any reason, he]she shall be deemed
to have vacated the office.
SECTION II.
Should any section, subsection, or any portion hereof be deemed invalid for any
reason, such holding shall not render or invalidate any other section, sub-section,
sentence, provision, clause, phrase, or word severable therefrom and the same shall
be deemed severable for this purpose.

SECTION III.
Provisions of-this ordinance are cumulative and nothing herein sba11 prevent, alter,
or diminish the applicability or enforcement of other ordinances restricting,
regulating or governing the subject matter herein.
SECTION IV.
All ordinances or portions of any ordinance bf the City of Plainview, Te~a~ in
conflict herewith, are hereby amended to conform with the provisions hereof.
SECTION V
This ordinance shall be of full force and effect upon its passage.
