HomeMy WebLinkAbout94-3015213 FEE COLLECTION AND PERMIT PROCESS CHANGES ORDINANCE NO. 94-3015 AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS, AMENDING THE CITY OF PLAINVIEW ELECTRICAL CODE, ORDINANCE NO. 84-2550, SECTION 5.2, 5.3 AND 5.4 AND THE CITY OF PLAINVIEW PLUMBING CODE, ORDINANCE NO. 85-2587, SECTION 9.2; CHANGING THE PROCESS OF APPLICATION OF PERMITS FOR ELECTRICAL, PLUMBING AND GENERAL CONSTRUCTION; CUMULATIVENESS CLAUSE; CONFLICTS CLAUSE; SEVERABILITY CLAUSE; AND EFFECTIVE DATE. WHEREAS, the City of Plainview Board of Electrical Examiners and the City of Plainview Board of Appeals and the Planning and Zoning Commission have reviewed the fee collection and permit issuing process and have recommended changes to the City of Plainview City Council; and WHEREAS, to provide convenience and accessibility to the Electrical, Plumbing and general contractors; and WHEREAS, to reduce paper work required by staff in the building inspectors office; and WHEREAS, to reduce the amount of postage required by the existing process; and WHEREAS, to reduce the amount of time and labor spent by the staff in the building inspectors office on collecting fees and issuing permits; and WHEREAS, to increase the number of permits issued; and WHEREAS, to eliminate the applications for permits; and NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Plainview, Texas that the Electrical Code be amended as follows: ELECTRICAL CODE: 5.2 Application for permit. Application for permits either by phone or in person by the contractor, must be secured prior to commencement of any work. Contractors may pay in advance, or apply for an account to be paid once a month. Contractors will be billed monthly. If an approved contractor fails to pay their I of 5 214 account within 15 days after the date of the billing statement, no permits can be issued to the contractor until the past due account has been paid in full. Fees are as follows: ELECTRICAL PERMITS: o 6. 7. 8. 9. 10. 11. 5.3 Residential (New Construction or Addition): A. Service -$20.00 B. Permit Fee - .03 s. ft./l Service drop included. Commercial Building (New Construction or Addition): A. Service - $20.00 B. Permit fee - .03 s. ft./1 Service drop included. Minimum Permit Fee - $20.00 New Installation or Alternation in existing building - $20.00 Minimum A. First 100 outlets added - remodel/alterations - $.40 each B. Additional outlets over 100 - .30 each Altering or changeout meter loop - $20.00 Gasoline pumps, new or changeout, - $5.00 each Sign connections - $10.00 each connection Construction taps/Temporary pole service - $20.00 Any inspections not listed - $20.00 After hours inspections - $10.00 in addition to permit fee Reinspection or red tag inspection - $20.00 each Issuance and contents of permits. Permits are authorized to applicants when arrangements for payment of fees have been made, all license and bond requirements of the Code have been complied with, and when the plans and specifications of the proposed electrical work have been approved. The applicant shall state the kind of work to be done and the address of the building where the work is to be done. The Building Inspection personnel will issue a permit and such permit shall be without effect as to any work not therein described or as to 2 of 5 215 any place other than described: (a) A home owner shall apply for a permit and state that the electrical installation will be made in a single family dwelling in which he currently resides or will reside upon completion if the single unit is under construction, that he will make the electrical installation himself accepting no help from outside parties, and that he has not obtained a permit to make an electrical installation within the past two years. The homeowner shall fumish such proof of ownership as the inspector may require. 5.4 Permits to be issued to Master Electricians. Permits for electrical work shall be issued to a Master Electrician or his/her designated representative. The Master Electrician whose name appears on the permit shall be responsible for all violations of the Code that occur on such project. NOW, THEREFORE, BE IT FURTHER ORDAINED, by the City Council of the City of Plainview, Texas that the Plumbing Code be amended as follows: PLUMBING CODE: 9.2 Permit and Inspection Fees: Application for permits either by phone or in person by the contractor must be secured prior to commencement of any work. Gas piping system - $20.00 Lawn sprinkler system - $25.00 Mobile homes/modular homes or move-ins (1 sewer connection and 1 gas service line included - .03 s. ft. Additional inspections - $20.00 Reinspection or red tag inspections - $20.00 Repair of paving cuts 1st s. yd- $30~00/additional s. yds. $15.00 each Any inspection not listed - $20.00 Replacement gas service line - $20.00 Water service replacement - $20.00 After hours inspection - $10.00 in addition to permit. SECTION I The City of Plainview Electrical Code, Ordinance No. 84-2550, Section 5.2, 5.3 and 5.4 and The City of Plainview Plumbing Code, Ordinance No. 85-2587, Section 9.2; is hereby amended. SECTION H Provisions of this ordinance are cumulative and nothing herein shall prevent, alter, or diminish the applicability or enforcement of other ordinances restricting, regulating or governing the subject matter herein. SECTION III All ordinances or portions of any ordinance of the City of Plainview, Texas in conflict herewith, are hereby amended to conform with the provisions hereof. SECTION IV Should any section, subsection, or any portion hereof be deemed invalid for any reason, such holding shall not render or invalidate any other section, sub-section, sentence, provision, clause, phrase, or word severable therefrom and the same shall be deemed severable for this purpose. 4 of 5 217 SECTION V This ordinance shall be of full force and effect upon its passage and publication as required by law.
