HomeMy WebLinkAbout02 0226 min38 The Plainview City Council met on February 26, 2002, at 7:00 p.m. in the Council Chambers of Plainview City Hall, 901 Broadway. The Council met in pre-session at 6:30 p.m. The agenda for this meeting was posted at City Hall at 8:30 a.m. on February 20, 2002. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1, Rey Rosas-District 3, Mike Hutcherson-District 4, Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7. Councilmembers Mary Jane Shanes-District 2 was absent. Staff presentwere: James P. Jeffers-City Manager, John Berry-Director of Public Works, John Castro-Director of Community Development, Gary Glass-Fire Chief, William Mull-Chief of Police, Dale Simpson-Director of Civil Service, Matthew Tsakanikas-Main Street Coordinator, and Belinda Hinojosa-City Secretary. News media representative present were: Richard Orr-Plainview Daily Herald Guests present were: James R. Odom, Frankie Carter, Lou Balenton, Rosa Zuniga, Doris Cook and Belinda Pena The Webelos led in the Pledge of Allegiance. Councilmember McGehee moved the Consent Calendar be approved as presented. The motion, duly seconded by Councilmember Favila, carried by unanimous vote. Items approved on the Consent Calendar included: approval of the minutes of February 12, 2002 and February 21, 2002; receipt of departmental reports; approval of expenditures and the granting of an excused absence to Councilmember Mary Jane Shanes-District 2~ The Council approved upon second reading Ordinance NO. 02-3317, an Ordinance of the City of Plainview, Texas providing for changing the name of Calle Hinojosa to Davidson Street, Calle Lopez to Yoakum Street, Calle Sepeda to Gray Street, Calle Favila to Nixon Street, Calle $oto to Rock Island Street and E. 10th to Calle Soto; cumulativeness clause; conflicts clause; severability clause; and effective date. The Council confirmed the appointment of Bryan Peeler, M.D. as Health Authority for the Plainview/Hale County Health Department. The Council received the following bids for rock for seal coat: Thrasher $19.48/ton for a total of $66,232 and Capital $28.40/ton for a total of $96,560. The Council awarded the bid to the lowest bidder, Thrasher. The Council received the following bids for asphalt for seal coat: Valero $.6726/gallon and Alon $.72/gallon. The Council awarded the bid to the lowest bidder, Valero. The Council tabled the awarding of bids on the aerial mosquito spraying. The Council approved upon first reading Ordinance No. 02-3318, an Ordinance of the City of Plainview Amending Ordinance No. 01-3300 To Appropriate Funds in the Utility Fund in the 2001-2002 Budget For Remodeling Offices in the Finance Building; Cumulativeness Clause; Conflicts Clause; Severability Clause; And Effective Date. John Castro introduced Dr. Bryan Peeler as the new Plainview/Hale County Health Authority. Dr. Peeler stated it was his goal to work towards fighting preventative illnesses instead of headline grabbing illness such as anthrax. John Castro presented for first reading Ordinance No. 02-3319, an Ordinance Amending the Zoning Map of the City of Plainview By Issuance of a Specific Use Permit To Operate An Arcade in a General Commercial (C-3) Zoning District Said Parcel of Land Being Lots 3-4, E 30' Of Lot 5, S 70' of the W 20' Of Lot 5, The S 70' Of Lot 6, Block 46, Odginal Town, the Same Being 317 W. 6th Street; Cumulativeness Clause; Conflicts Clause; City of Plainview February 26, 2002 Page 1 of 2 Severability Clause; And Effective Date. Such ordinance would amend the zoning map to allow for an arCade at 317 W. 6th Street. City ordinance requires that such be 300 feet from a church or residential zoned district. This property is 245 feet from a residential zoned district and it was the recommendation the Council waive the 300-foot requirement. Four responses were received and all were in favor of the arcade. Hale County State Bank was in favor but wanted to make sure there would not be any youth skateboarding on their property. He stated the arcade would need to install an exit door with panic bar to allow for exit. Ms. Doris Cook, the operator of the arcade stated the age limit for the arcade would be 21 years of age. It would be in operation Monday thru Saturday from 10:00 a.m. to 12:00 midnight and on Sundays from 1:00 p.m. to 12:00 midnight. She also stated she would be fixing up the building, inside and outside. She also stated they would be bricking up most of the glass storefront. Councilmember Owen moved that Ordinance No. 02-3319, an Ordinance Amending the Zoning Map of the City of Plainview By Issuance of a Specific Use Permit To Operate An Arcade in a General Commercial (C-3) Zoning District Said Parcel of Land Being Lots 3-4, E 30' Of Lot 5, S 70' of the W 20' Of Lot 5, The S 70' Of Lot 6, Block 46, Odginal Town, the Same Being 317 W. 6th Street; Cumulativeness Clause; Conflicts Clause; Severability Clause; And Effective Date be approved upon first reading. The motion duly seconded by Councilmember Hutcherson, carded by unanimous vote. Belinda Hinojosa presented for first reading Ordinance No. 02-3320, an Ordinance of the City of Plainview calling and setting the date for the Regular Municipal Election; Designating districts and polling places for Districts 1, 2, 3 and 4; Designating the election of a Councilmember for Districts 1, 2, 3 and 4 respectively; Designating Early Voting Ballot Board Judge; Designating district polling place judges; Setting hourly rate for election officials; And posting Notice of Election. She advised the Council the filing period for an application on the ballot began on February 19th and ends on March 20, 2002 at 5:00 p.m. Rosa Zuniga has filed for a place on the ballot for District 1. There have not been any filings for District 2. Lou Balenton and Belinda Pena have filed for District 3 and John Bertsch has filed for District 4. She advised the Council that early voting by personal appearance begins April 17th and ends April 30th.
