The Plainview City Council met on March 7, 2002 at 11:30 a.m. at the Plainview
Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this
meeting was posted in City Hall at 10:30 a.m. on March 4, 2002. Mayor Lloyd C.
Woods presided. Councilmembers present were: Sam Parker-District 1, Mary Jane
Shanes-District 2, Rey Rosas-District 3, Ross Owen-District 5, Buddy McGehee-District
6 and Irene Favila-District 7. Councilmembers absent was Mike Hutcherson-District 4.
Staff members present were: Jim Jeffers-City Manager, Elizabeth Regner-Assistant
City Manager, Brice Clements-Assistant Director of Public Works/Engineer, Will Mull-
Chief of Police, John Castro-Director of Community Development, Wally Hatch-City
Attorney, Gary Glass-Fire Chief, Dale Simpson-Director of Civil Service and Belinda
Hinojosa-City Secretary.
Guests present were:
Ron Trusler and Lou Balenton.

Ron Trusler delivered the Invocation.
Councilmember Hutcherson was granted an excused absence.
The Council and staff then reviewed the agenda for the City Council meeting of March
12, 2002.
Assistant City Manager Elizabeth Regner advised the Council on the Texas Tech
incubator program. She stated Tech wanted a $28,000 match to purchase equipment
already purchased through the TIF grant. Tech did not know the City already had the
equipment. She advised the City may be interested in the "backbone" interconnectivity
$1,600 match. She advised the Texas Tech incubator program was similar to the West
Texas A&M program with the difference being that Tech would provide their counseling
through the teleconferencing system and WTA&M would actually have a physical
presence here. The council expressed interest in continuing to pursue the West Texas
A&M University incubator program.
City Manager Jim Jeffers advised the Council the legislature in trying to exempt travel
trailers ended up doing the opposite and passed legislation that taxed travel trailers.
The legislation does state that cities and counties may exemPt travel trailers from
taxation, however school districts may not. He stated he anticipated this glitch would be
fixed in the next legislative session. The Council expressed no objections to exempting
travel trailers from taxation. Said item is to be on the next agenda.
Mr. Jeffers presented Ordinance No. 02-3318, an Ordinance of the City of Plainview
Amending Ordinance No. 01-3300 To Appropriate Funds in the Utility Fund in the
2001-2002 Budget For Remodeling Offices in the Finance Building;
Cumulativeness Clause; Conflicts Clause; Severability Clause; And Effective
Date for second reading. He stated this would create an additional office and
allow the two employees currently sharing an office to each have their own office.
The budget amendment is for $5,000. Councilmember Owen moved that
Ordinance No. 02-3318 be adopted upon second reading. The motion duly
seconded by Councilmember Rosas carried by unanimous vote with

Councilmember Favila not voting due to being out of the room.
Mr. Jeffers presented Ordinance No. 02-3320, an Ordinance of the City of
Plainview calling and setting the date for the Regular Municipal Election;
Designating districts and polling places for Districts 1, 2, 3 and 4; Designating the
election of a Councilmember for Districts 1, 2, 3 and 4 respectively; Designating
Early Voting Ballot Board Judge; Designating district polling place judges; Setting
hourly rate for election officials; And posting Notice of Election for second
reading. He advised the election was on May 4, 2002 with Districts 1, 2, 3 and 4
up for election. He also stated that Councilmember Shanes had filed for Distdct
2. Mayor Woods moved that Ordinance No. 02-3320 be adopted upon second
reading. The motion duly seconded by Councilmember Rosas carried by
unanimous vote.
There being no further business, Mayor Woods adjourned the meeting at 12:10 p.m.
