HomeMy WebLinkAbout02 0418 minThe Plainview City Council met on April 18, 2002 at 11:30 a.m. at the Plainview
Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this
meeting was posted in City Hall at 11:00 a.m. on April 15, 2002. Mayor Lloyd C. Woods
presided. Councilmembers present were: Rey Rosas-District 3, Mike Hutcherson-
District 4, Ross Owen-District 5, Buddy McGehee-District 6, and Irene Favila-District 7.
Councilmembers absent were Sam Parker-District 1 and Mary Jane Shanes-District 2.
Staff members present were: Brice Clements-Assistant Director of Public
Works/Engineer, Wally Hatch-City Attorney, Gary Glass-Fire Chief, Dale Simpson-
Director of Civil Service, John Berry-Director of Public Works, Rusty Reese, Park
Superintendent, Captain Dennis Harkins-Police Department and Belinda Hinojosa.
Guests present were: Belinda Pena, Lou Balenton and Jesse Garcia.

Wally Hatch, City Attorney delivered the Invocation.
The Council and staff then reviewed the agenda for the City Council meeting of April 23,
2002.
Councilmember Rosas advised the Council that the soccer fields at Givens Park were
not ready two weeks ago when playing began. He stated the Adult Soccer Ball
Association had $1,000 available if the City would agree to match this amount. This
amount would be used for tables, chairs and picnic tables.
Mr. Wally Hatch advised the Council the fields should be ready sometime today. He
stated it was the City's understanding the Association wanted grass planted and was in
the process of preparing the fields for planting. The City will no longer be planting
grass and should have the fields leveled and ready sometime today. He did state
recent rains had also hampered the fence being pUtting up.
Jesse Garcia of 109 SE 10th furnished the Council with a petition setting out certain
requirements. It was noted that everything on the petition had been taken care of with
the exception of planting grass which the Association had agreed would not be needed.
It was discussed there was only one soccer goal present. Mr. Rusty Reese-Park
Superintendent advised the Council there was no money in the Parks budget available
for such. A budget amendment was discussed. Council agreed that no action could be
taken until a budget amendment was presented to the Council and it was normal
procedure for any park improvements to be submitted to the Parks Advisory
Commission for their recommendation. No action was taken.
Mr. John Berry, Director of Public Works presented an update on the 2" water line
replacement. He stated Area 11 was almost completed and should be moving to Area
12. He stated the last four dips were being torn up and should be ready in 1-¼ months.
He also stated that 11th Street had opened up today.
Councilmembers Parker and Shanes were granted an excused absence.

There being no further business, Mayor Woods adjourned the meeting at 12:08 p.m.
