HomeMy WebLinkAbout10 0413 min 391 The Plainview City Council met on April 13, 2010 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 2:15 p.m. on April 9, 2010. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton- District 1, Cathy Waggoner District 2, Belinda Pena District 3, John N. Bertsch- District 4, Wendell Dunlap- District 6, and Roland Nash District 7. Councilmember Ron Trusler- District 5 was absent. Staff members present were: Greg Ingham -City Manager, Mike Gilliland- Director of Public Works, Leslie Pearce -City Attorney, Will Mull Police Chief, Dale Simpson Director of Civil Service, Eric Turner -Main Street/CVB Coordinator and Belinda Hinojosa -City Secretary. News Media Representative: Hayley Cox Plainview Daily Herald Guests present were: Kevin Carter and Dee Blevins Mayor Pro Tem Belinda Pena delivered the invocation and led in the Pledge of Allegiance. Councilmember Tipton moved to adopt the consent calendar. The motion was duly seconded by Councilmember Bertsch and carried by unanimous vote. Items approved on the consent calendar included the approval of the minutes of March 23, 2010 and April 8, 2010; the granting of an excused absence to Ron Trusler; authorizing the Mayor to sign Interlocal Cooperation Agreement with the Lubbock Emergency Communication District for use of City's water tower on South Date to place equipment to used in system as a backup to their existing network; and authorize Mayor to sign Services Agreement with Cebridge Acquisition, LP dba Suddenlink Business for internet services. Rusty Powers, Fire Chief presented for consideration Ordinance No. 10 -3525, an Ordinance of the City of Plainview, Texas Providing for the Amendment of Ordinance No. 03 -3383 Establishing One Additional Position in the Equipment Operator Classification; Providing for an Increase in the Number of Personnel in the Equipment Operator Classification; Severability Clause; Cumulativeness Clause; Conflicts Clause; and Effective Date. This ordinance would increase by one the number of equipment operator positions and decrease by one the firefighter positions. This does not delete a position, but just moves one position over from firefighter to equipment operator. He stated this is required to be done formally because the Plainview Fire Department operates under the State's Civil Service statutes. Mayor Anderson asked for public comment. There was no public comment. Councilmember Nash moved to approve Ordinance No. 10 -3525 on first reading. The motion was duly seconded by Mayor Pro Tem Pena and carried by unanimous vote. Greg Ingham, City Manager presented for consideration to authorize the Mayor to sign Agreement between the City of Plainview, the Plainview /Hale County Industrial Foundation, and Plainview Chamber of Commerce. He stated that at the Council's last meeting, Linda Morris presented information regarding consolidation of the Chamber of Commerce and the Plainview Hale County Industrial Foundation into one building. The Council consented to support by extending the current contact with them for the City Council Minutes April 13, 2010 Page 1 of 2 392 transitional funding. This authorizes the Mayor to sign this contract. Since the entities have not finalized their agreements amongst themselves and Wayland Baptist University, this approval needs to be contingent upon such being done. Mayor Anderson asked for public comment. There was no public comment. Councilmember Nash moved to authorize Mayor to sign Agreement between the City of Plainview, the Plainview /Hale County Industrial Foundation and the Plainview Chamber of Commerce contingent upon the agreements being signed between the Industrial Foundation and the Chamber of Commerce and the Industrial Foundation and Wayland Baptist University. The motion was duly seconded by Councilmember Bertsch and carried by unanimous vote.
