HomeMy WebLinkAbout04-12-2001 Board of Health MinutesPLAINVIEW -HALE COUNTY HEALTH DEPARTMENT BOARD OF HEALTH MEETING APRIL 12, 2001 The regularly scheduled meeting of the Board of Health Directors of Plainview -Hale County Health Department was called to order at approximately 12:30 P.M. at the Plainview Country Club, by Board Member John Peck on April 12,'2001. Those in attendance were: Mr. John Peck, Dr. Michael Hinze, Dr. Stephen Turner, Jim Jeffers, Mayor Lloyd Woods, Margaret Kay, Sally Meeks, R.N., John Castro, Ron Miller, Benny Cantwell, Neal Burnett, Mike Hutcherson, Ericka Jathan RN and Nancy Cornett. Guests that attended the meeting were: Judy Shannon, Kevin Carter, Gregory Franklin, Willie McGee, Steven DeWoody and Richard Sims. After the invocation was given by Dr. Michael Hinze, John Peck asked if there were any corrections or comments on the minutes of the meeting. The minutes were approved as presented. Dr. Turner began the meeting by giving his report on sexually transmitted diseases in Hale County. He says the rate continues to rise. Dr. Turner stated that Chlamydia is the most common sexually transmitted disease among young sexually active adults. He said, "It is becoming a significant problem and we're addressing this problem by improved screening, testing more people and treating more people." Dr. Turner mentioned that anyone that comes in and tests positive for any communicable disease is being treated for Chlamydia as well. John Castro gave an update on school reporting. He said, after discussing the matter with Dr. Turner and Dr. Miller, reporting would stay the way it is. The reason for this, is how the school is structured and how all reports that originate from the schools are turned in to one certain physician. The physician is responsible for notifying the Health Department if there is a problem. Mr. Castro also gave an update on getting ICES (Integrated Client Encounter System) started in the school system. He said, it would not be a good idea to start ICES, because a new version of the program called TWICES, would begin in the near future. Meaning, all the time spent training for ICES, would be a waste of time. He continued to discuss other agenda topics, such as: House Bill 2933 -Requiring City Inspection of Circuses and Discussion for Possible Action on Smoking Issues. Mr. Castro mentioned he would leave smoking on the agenda and would continue to add information to the board packet regarding this issue. Lastly, John Castro discussed are RFP -Innovation Grant Funding. He mentioned that the Plainview -Hale County Health Department receives two grants. The first grant is for about $45, 000. This grant is to allow the Health Department to act as the distributor for vaccine for children. The second grant is $69,000 and it is, for operating the Health Department. A portion of the grant goes for environmental health services, as well. He said, "what the RFP -Innovation Grant Funding does is allows larger health departments to apply for grants for special projects." Mr. Castro said, if 1'DH asks for volunteers to review the grants next year, then he was going to try to attend and check to see if there is any projects the Health Department can participate in. Ericka Jathan gave a summary of how the Teen Pregnancy Coalition was, going. She said that she and Connie Nieto presented the letter to Larry McBee. The letter consisted of bringing a lawyer and a police officer into the schools, to speak with the students about teen pregnancy and the consequences. Mrs. Jathan said that Mr. McBee was very impressed with all of the members', ideas and supports them 100%. Mr. McBee will talk to Dr. Kenneth Green and Mrs. Judy Buchanan about the coalitions' ideas and will .get back to Mrs. Jathan with an answer. Kevin Carter spoke on the subject of transporting prisoners to emergency rooms and some safety measures that go along with it. He passed out a Human Resources Policy, #118 which the prison and hospital follow under these circumstances. Mr. Peck opened the floor for questions and comments.
