HomeMy WebLinkAbout02 0423 minThe Plainview City Council met on April 23, 2002, at 7:00 p.m. in the Council Chambers
of Plainview City Hall, 901 Broadway. The Council met in pro-session at 6:30 p.m. The
agenda for this meeting was posted at City Hall at 2:00 p.m. on April 16,' 2002. Mayor
Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1, Mary
Jane Shanes-District 2, Rey Rosas-District 3, Mike Hutcherson-District 4, Ross Owen-
District 5, and Irene Favila-District 7. Councilmember Buddy McGehee-District 6 was
absent.
Staff prosentwero: James P. Jeffers-City Manager, John Berry-Director of Public
Works, John Castro-Diroctor of Community Development, Gary Glass-Fire Chief,
William Mull-Chief of Police, Dale Simpson-Director of Civil Service, Wally Hatch-City
Attorney, Elizabeth Regner-Assistant City Manager, Matthew Tsakanikas-Main Street
Coordinator, Pat Hernandez-Municipal Court Judge, Naomi Torros-Municipal Court
Clerk and Belinda Hinojosa-City Secretary.
News media representative present were:

Guests present were: Lou Balenton, Rosa Zuniga, Tony Santos, Gustavo Garcia,
Jesus Garcia, Jose Carrillo, and Blake Villanueva.
Councilmember Owen delivered the Invocation.
The Cub Scouts led in the Pledge of Allegiance.
Judge Pat Hernandez recognized Naomi Torres for five years of service to the City of
Plainview.
Rey Rosas recognized the Soccer Ball Association. He stated the City had started
out with one soccer ball team and now the Association was comprised of eight soccer
ball teams. He presented a video of the recent opening ceremonies of the soccer ball
season.
Tony Santos of the Association thanked the Council for the City of Plainview's support.
Councilmember Hutcherson moved the Consent Calendar be approved. The motion,
duly seconded by Councilmember Favila, carried by unanimous vote. Items approved
on the Consent Calendar included: approval of the minutes of April 9, 2002 and April
18, 2002; receipt of departmental reports; and approval of expenditures. The Council
granted an excused absence to Councilmember McGehee. The Council approved
upon second reading Ordinance No. 02-3322, an Ordinance of the City of Plainview
Exempting Certain Travel Trailers From Ad Valorem Taxation; Cumulativeness
Clause; Conflicts Clause; Severability Clause; And Effective Date. The Council
approved upon second reading Ordinance No. 02-3330, an Ordinance Cancelling the
May 4, 2002, Regular Election In Districts 2 And 4 And Declaring Each Unopposed
Candidate Elected To Office; Cumulativeness Clause; Conflicts Clause; Severability
Clause; and Effective Date. State legislature allows elections to be cancelled in districts
where races are unopposed.
John Castro, Director of Community Services presented the Rehab Close-out report.
He stated he had received a $250,000 grant. With that grant 16 houses had been
refurbished for a total cost of $248,495. He stated that applications were already being

accePted even though a new grant had not been acquired.
Councilmember Hutcherson moved: that the meeting be adjourned.
seconded by Councilmember Shanes carried by unanimous vote.
