Home My WebLink About70 0803 minMiArOTES CITY CO~CIL F~EETiNG August 3, 1970 The Mayor and City Council of the City of Plainview met in regular session at 7:30 P.M. in the Council Chambers of the City Hall with Mayor Louis N. Thomas presiding and the following Aldermen present: Keltz Garrison, Medlin Carpenter, and Dill ~aves. Also present were: Marshall Pharr-City Manager, Joe Sharp-City Attorney; ~. L. ~ea-Director of Municipal Services, Bill Hogge-Director of Public Works, Hoyt Curry-Director of Public Safety, Harold Gladman-Director of Planning, and ~obert Barnett-Director of Parks and ~ecreation. Visitors present included Doug Simpson of Southwestern Bell Telephone and Bob Douglas representing Mrs. Jimmie Douglas of Yellow Cab Company. Invocation was given by Alderman Carpenter. ~ It was moved by. Alderman Carpenter, seconded by Alderman Eaves, to award ' ~ the~bid to Flexible Pipe Tool Company for one (I) power sewer, rodding machine jn She amount of $4,965.00. Motion carried unanimously. ' It was moved by Alderman Eaves, seconded-by Alderman Garrison, to adopt Ordinance No. 7011102, an Ordinance amending the Zoning Map of the City of Piainview. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to approve the minutes of the last meeting. Motion. carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Eaves, to approve the lease on land to be used as a sanitary iandfil!,adjoining the present City of Piainview dumpground, to change the lease from a five (5) to a three (3) year lease, and to authorize Mayor Thomas to sign the lease. Motion carried unanimously. Letters were received from Mr. B. Ko Thruston in regard to acquisition of land within the Running Water Draw Park Plan. Discussion of the next aerial spraying.was held. The next proposed spraying date was set for August 6, 1970. Votes of the ~pecial election held July 28, 1970, for the election of a council member to fill the vacancy created by the death of Mr. John W. Speck. were canvassed. It was moved by Alderman Carpenter, seconded by Aides, nan Garrison, to approve the resolution certifying to the'election of July 28, 1970. Motion carried unanimously.~-. Richard Cross was sworn into office by Joe Sharp, City Attorney. Discussion on the radio-based station equipment 3ointly owned by Hale County .... and City of Piainview was held. it was moved by Alderman Eaves, seconded by Alderman Garrison, to authorize the transitio~ of the radio-based equipment to be based at the Court House. The City will relinquish its part o~ the ownership to the County. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Eaves, to adopt Ordinance No. 70-1103., in Ordinance granting Mrs. Jimmy L. Douglas a franchise to operate taxi cabs in the City of Plainview~ subject to the terms and provisions of Article 4, Chapter 15, of the City Code i957. Mo~ion'carried unanimously. Motion carried unanimously. RESOLUTION RESOLUTION APPROVING PARTICIPATION BY LOCAL HOUSING OWNERS IN THE FEDERAL RENT SUPPLEMENT PROGRAM WHEREAS, under the provisions of Section 101 of the Housing and Urban Development Act of 1965, the Secretary of Housing and Urban Development is authorized to enter into contracts to make rent supplement payments to certain qualified housing owners on behalf of qualified low-income families who are elderly, handicapped, displaced, victims of natural disaster, or occupants of sub-standard housing; and WHEREAS, the provisions of said Section 101 cannot be made available to housing owners in certain localities unless the governing body of the locality has by resolution given approval for such participation in the Federal Rent Supplement Program. Douglas of Plainview, Texas, doing business as Yellow Cab Company, Plainview, Texas. The tez~,s and conditions of this Franchise are as follows: (1) The Franchise' is granted subject to the terms, conditions, and provisions of the Plainview City Code set out in Article IV, Sections 31 and 32, defining Taxicabs and operations of such Taxicabs.
