The Mayor and City Council of the City of Piainview men in regular session
at 7:30 P.M. in the Council Chambers of the City Hail with Mayor Louis N. Thoma~
presiding and the following Aide~n. en present: Kaltz Garrison, Medlin Garpenter~
Also present were: Marshall pharr-City Manager~ Joe Sharp-City Attorney~
M.' L. Rea-Director of Municipal Services, Bill Hogge-Director of Public Works,
Hoyt Curry-Director of Public Safety, Harold Giadman-Director of Planning,
Robert Barnett-Director of Parks and Recreation, and Larry Martin-Administrativ~

Invocation was given by Alderman Cross.
It was moved by Alderman Carpenter, seconded by Alderman Garrison, to
approve the minutes of the last meeting. Motion carried unanimously.
It was moved by Alde~man Garrison, seconded by Alderman Carpenter, to
adopt Ordinance No. ?0-11i~, an Ordinance providing for the acquisition of
certain land located in Hale County~ Texas for the purpose of es~abiishi~g a
public park, in the amount of $86,699.80. Motion carried unanimously~
Discussion was held on 'terms for negotiation for acquisition' of the
Wi!iiamson Estate property, it was moved by Alderman Williams, seconded by
Alderman Garrison, to appoint Dan MacNaughton to appraise their property and
update the appraisal on our property, in order to establish a reasonable
exchange of land. M~tion carried unanimously.'
It was moved by Alderman Wi%!iams~ Seconded~y Alderman Eaves, that the
following men be appointed Neighborhood Improvement Committee Chairmen, who
will serve on the Con, unity Improvement Committee: Rafael Lopez-Area I,
Terry Hawkins-Area II, Roy McLaughlin-Area IV, Charles Woodail-Area V, E. B.
Gooch-Area Vi, John McDonough-Area Vii, Guy Arnold-Area VIii, Norris Roberson-
Area IX~ James Crossland-Area X, and Fred Garrison-Area XI. Motion carried
unanimously.
A schedule of proposed meetings of the Community improvement Committee
and Neighborhood improvement Committee was received for filing.
it was moved by Alderman Williams~ seconded by Alderman Cross, to adopt
Supplement No. 1 to the City of Plainview Community Improvement Workable Program
as submitted ~o the Department of Housing and'Urban Development. Motion carried
unanimously.
Discussion was held on the proposed budget of the Plainview City-County
Health Department for =' - .
~ms~al year 1970-71 Adoption of the budget was deferred
to the next meeting so that the City Council could meet with the City-County
Health Board and the Commissioners.
Discussion was held on the next proposed aerial spraying date, which will
be during the week of August 24, 1970.

amount of $202.80 payable to Mr. John Kerr for architectural services rendered
on-the Chamber of Co=a~erca building. Motion 'carried unaniraously.

authorize the advertising of bids for the installation of a replacemen~ submersible
water pump to ba insta%lad at a existing water wall at 16th & Holiday. Motion
carried unanimously.

approve Mayor Louis N. Thomas' smgnatura on a fire-year lease on surplus property
to be used for agricultural purposes at the Hale County Airport. Motion carried

It was moved by Alderman Garrison~ seconded by Alderman Cross, to adopt
Ordinance No. 70-1179, an Ordinance providing for and allowing vesting of certair/~
rights~ and for retirement under Texas Municipal Retirement System of employees /
of the City of Plainview who have attained fifty years of age, and have completed
twenty-five years of creditable service with said city. Motior~ carried unanimousiy~
It was moved by Alderman Carpentez~ seconded by Alderman Williams, to
app.Tinm Mr~ ~. R. Snyder as representative to the Canadian River Authority. Motion
carried unanimously.
MINUTES CiTY COUNCIL MEETING
August 17, 1970
It was moved by Alderman Williams, seconded by Alderman Garrison, to
obtain a petition requesting the closing of Hickory Street and to authorize
an appraisal of the C. Eo McClelland Estate property for the purpose of
.constructing a training area for firemen. Motion carried unanimously.
