M. in the Council Chambers of the City Hali with Mayor Louis N. Thomas presiding and the following Aldermen present: Keltz Garrison, Medlin Carpenter, Neai Williams, and Richard Cross. Also present were: Marshall Pharr-CityMmqager, Joe Sharp-City Attorney, M. L. Rea-Director of M~?aicipal Services, Harold Gladman-Director of Piarming, Bill Hogge-Director of PubiicWorks, Hoyt Oarry-Director of Public Safety, mhd Larry Martin-Administrative 2~sistant~ Visitors included Dwain Dodson, Tom Ahmon, Charles W. V~derpoel, F. E. Biasingame, Joe Don Hancock, Lester W. Jmmes, Lester W. James, Jr., and Rex Ramsower. Invocation was given by Alderman Williams. Discussion was held on a petition made by the o~ers and operators of businesses in the ?00-800 block of Broadwa~presented to the City Council for the removal of the. present two-hour parking limit Which has been in effect approximately 4S days mhd for the reinstatement of a parking limitation of 4S minutes. It was moved by Alderman Garrison~ seconded by Alderman Carpenter, to approve the drawing of an ordinance for a forty-five minute limitation in this area from the hours of 8:00 A. M. to 12:00 noon and for a two-hour limitation thereafter. Motion carried unanimously. It was moved by Jgderman Carpenter, seconded by AldermanWil!iams, to approve the minutes of the.City Council meeting of January 18, 1971. Motion carried u~.~animously. It was moved byAtde~anWilliams, seconded by Alderman Cross, to adopt a Resolution approving the Program of Work for the 1970's. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Aiderman Carpenter, to approve the request of the Central Plains Community Action Program, a letter confirming the City's approval and intention for continuation of participation in the Community Action Program for the fiscal year beginning May 1, 1971, and authorizing the continued participation by furnishing of the Frisco Commmni~v~Bui!ding, providing all the acco~unting services and for the cost of the audit for the fiscal ~ear begirmingMay 1, 1971 to April 30, 1972. Motion carried unanimously. Discussion was held on the specifications for the purchase of two (2) 1,000 gallon-per-minute pumpers. It was moved byAlderman Garrison, seconded by Alderman Cross, to approve the specifications for 'the purchase of the two pumpers, subject to approval of the specifications from the Texas Fire Insurance Commission and also to au~ahorize the advertising for bids, once financial matters are agreed upon. Motion carried unanimously. A copy of a letter from the Texas Highway Department with regard to pavement on Highway Department right-of-way in *~he vicinity of Columbia and West 3rd Street was received for filing. A copy of the 1969-70 Audit as presented by Mr. Jimmy Holmes, Certified Public Accomtant, was received for filing. 109 MINTJTZS CITY COUNCIL FSZTiNG February !, 1971 Page 2 It was moved by Alderman Williams~ seconded by Alderma~n Garrison~ to approve Appropriation Ordina~nce No. 71-1151- from the General Fund, Acct. 418, payable to Mr. Victor A. Ebeling in the amomnt of $3~442.36 for excavating~ hauling, and ~ de2ositing for a s~i~a~uF landfill, Estimate No. 4. Motion carried mnanimously .... it was moved by A!dermmn Garrison~ seconded by Alderman Wiliiams, to approve Appropriatior~ Ordinance No~ 7!-1152 from the General FundT~-A~Ct~. '~i8; 660- 521, paygi~!e to Mr.~ John Kerr in the amount of $125.65 for architectural services rendered, Statement~No~ 5 (Final). Motion carried unanimously. Motion carried unan~ousty. it was moved by Atderman Carpenter, seconded by A!derman Cross, to accept February 26~ 1971, as the date of the ~pioyees Award Banquet which will be held at Way!and Dining Hall at 7:30 P.
