March 15, 1971
The Mayor and City Council of the City of Plainview met in regular session
at 7:30 P. M. in the Council Chambers of the City Hall with Mayor Louis N. 1]~omas
presiding and the follov~ing Atdennen present: Keltz Garrison, Medlin Carpenter,
Neal Williams, Bill Eaves, mhd Richard Cross.
Also present were: Marshall Pharr-City ~mnager, Joe Sharp-City Attorney,
M.' L~ Rea-Director of Ymmicipal Services, Harold Gladman'Director of Planning,
Bill Hogge-Director of Public Works, Robert Barnett-Director of Parks and
RecreatiOn, Hoyt Curry-Director of Public Safety, and Larry Martin-Administrative
Assistant. Visitors included Brantley Malone, representing B. 'A. V. Developers,
Inc., and Mike Wall, representing Plainview Daily Herald~
Invocation was given by Bill Hogge.
Marshall Pharr, City ~Mgnager, presented the proposed Communication Network
Plan for the City of Plainview. It was moved by Aldermm~ Carpenter, seconded
by Alderman!Garrison, to authorize sutm~ission of an application to the Criminal
Justice Council for assistance on p{~rchasing this communication network. Motion
carried unanimously.
It was moved by Alderman Eaves, seconded by Alderman Williams, to authorize
preparation for .the removal, with no cost to the city, of the property improve-
ments only, consisting Of a.four (4) room 27' x' 28' (~56 square foot) frame,
wood siding, shingled roof, (not mode~) house located at 200 South East First
Street, since there were no bids received for the sale of.this house. Motion
carried ~animously.
Discussion was hel~ on the reqnest of B. A. V. Developers, Inc., for
annexation of property located in Section 26, Block JK-2, Hale County, Texas. It
was moved~ by Aide~rman Carpenter, seConded by Alderman Cross, to accept the petition
and authorize advertising of annexation of the 171.85 acres .and to adopt Ordinance
NO. ~Yl-IlSSA+ an Ordinance setting a 'date, time and place for a public hearing on
the propOged, annexation of certain property by ~the City of' Plainview, Texas, author-
izing and directing the Mayor to public notice of such public hearing. Motion
carried unanimously.
It was moved .by Alderman Williams, seconded by Alderman Cross, to approv~
~e minutes of the City Council meeting of MarCh 1, 1971. Motion carried unanimously.
Received for filing was a letter from Mr. O. L. Crain, District Engineer, District
Five, Texas Highway Department, concerning street lights on SH 194 from 24th Street
northwest to U.S. 87. D{scussion was held on this matter and the City Manager was
authorized to write a letter to Mr. Crain concerning the lights.
Discussion was held on t~he request of Mo~icipa! Investment Corporation for
settlement on the~.~966 an~' 1968 assessment paviF~g program less adjustments. It was
moved by Alderman 'Earpente?, sec°~ded bY Alderman ~itliams, to approve payment in
the amount of $7,5S2.00 toMr. Put, tell, 'gUbject-to the receipt of-~the certificates.
Motion carried un~nimously~
It was moved by'Alderman Carpenter, seconded by Alderman Eaves, to concur
in the installation of fourteen (lJ) 20,000 l~m~en street lights on Blakney
~oule~zard at-the Hale.' comity Airp6rt at a ~onthly cost of $~2.00 to be shared

Action w'as deferred on the vacancy existing of the Mu~nicipal Court Judge.
Received for filing was a list of the former elected officials and current
and pas~ committee, board, and con~ission members as of March 1, 1971.
Discussion was held on th~ Lnformation as provided to the Community Improve-
ment ~airmen on their regular me.eting on March 9, 1971.
it was moved by Aides, mn ]laves, seconded by Alderman Wiltimms, to appoint
Robert Voelker, Jack Oswald, Jerry Wofford, and Wilson Daffern-Alternate, as
members to the Tax Equalization Board.for the City of Plainview for the tax
year 1971. Motion carried %manimously.
It was moved by Aldermml Williams, seconded by Aide,man Cross, to approve
a Resolution approving and providing for the execution of using City of Plainview
labor forces for construction and development ~f ?has? One of the Running Water
Draw-Regional Park until authorization from HUD to proceed with contract forces.
Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Garrison, to approve
the ~equest of Mildred Tucker, Coua%ty Clerk of Hale County, for permission to use
the City Hall for the ~y 18 election for tke vOting place of Precinct No. 8.
Motion carried un&nimouslyo
It was.moved by Alderman Carpenter, seconded by Alderman Eaves, to.appoint
~Dan MacNaugh~on, .Lloyd C. Woods, John Kerr, Maurice Hanna, and Loyd Belk as members
of the City of Plainview.~Board of ApPeals to serve until April 1975. Motion
carried ~unanimously o
Letters of resignation were received from Joe Payne and Wi!mot Baton, who"
were members of the~City of P!ain¥iew Board of Adjustments. It was moved by
Alderman Willi&ms, ~seconded by Alderman Garrison, to appoint Frank Bearden to
fill t~he vacancy created by these resignations. Mo'tion carried m~%imously.
It was moved ~y Alderman Eaves, seconded by. Alderman Cross, to appoint
Jack Corn to serve as' Chaiman on the Plainview Board of Adjustment. Motion
carried unanimously.
It was moved by Alderman F. aves, seconded by Alderman Ca,enter, to adopt
_Appropriation Ordinance No. 71-1155 from the Pro Rata Account 324 'in the amount ~
~of $899.75 payable to Can'-Tex Inc~tries for the purchase for inventory of ~ ....

RESOLUTION
"A RESOLUTION FINDING AND DBCLARING THAT THBRB EXISTS A NBBD
FOR. THB HOUSING AUTHORITY OF THE CITY OF PLAINVIEW, TtiKAS,
TO FUNCTION."
B£ IT RESOLVED BY THB CITY COUNCIL OF THB CITY OF PLAINVIBW, TEXAS, as
follows:
Section 1. The City Council of the City of Plainview, Texas, hereby
determines, finds and declares pursuant to the "Housing Anthorities Law".
of the State of Texas, that:
A. Insanitary and unsafe inhabited dwelling accommodations exist in
the City of Plainview, Texas; and
B. There is a shortage of safe and sanitary dwelling accommodations in
said City available to families of 1°w income at rentals they can
afford; and
C. There is a need for the Housing Authority of the City of Plainview,
Texas, to function.
Section 2. In accordance with the foregoing finding, the Housing Authority
of the City of Plainview, TexaS, is authorized to transact business and exercise
its powers pursuant to the 'Rousing Authorities Law" of the State of Texas.
Section 3. The Mayor of said City be and he hereby is directed to file the
necessary Certificate relative to the appointment of the Conmissioners and desig-
nation of the first Chairman of said Housing Authority in. the Off~ce of the 'City
Secretary.
Section 4. That the shortage of safe and sanitary dwelling accon~nodations
for families of low income compels such families to occupy unsafe, insanitary
and over-crowded dwelling acconmodations, and causes an increaSe in and spread
of disease and crime, thereby creating an emergency and making it necessary for
the preservatioJ of the public peace, health and safety that this resolution
becomes effective withOut delay, and therefore this resolution shall take effect
and be in force immediately upon its adoption.

Alderman Cross seconded the motion to adopt the Resolution as read and
upon Roll Call the following vote was recorded:
AYES: Aldemen Garrison, Williams, and F. aves
NAYS:
Thereupon the resolution was declared duly passed and adopted.
The following Resolution was introduced by Alderman Carpenter
who moved its adoption.
PROCLAMATION
WHEREAS, the Plainview Chapter of DeMolay desire a better understanding
of government in order to meet the needs of the future, and
WH~, the Plainview Chapter of DeMolay do hereby except the challenge
of youth today in being informed as to the :~sponsibilities and functions of
government, and
WHE~, it is found imperative that the growth of our population require
us to become better citizens and to participate more actively in our community
nad to provide the future guidance of our community in years to come with the
better understanding of problems that face our community, county, state, and
Federal government;

do hereby proclaim March 14 - 20, 1971, to be DeMolay Week.

It was moved by Aldermmn Garrison, seconded by Alderman Eaves, to authorize
the preparation of specifications, advertising of bids for aerial mosquito
spray~lg, and the preparation of an ordinance to begin the $1.00 increased billing
in Smnitation on tJ~.e utility bill. Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Cross, to approve
the appointment of Joh~ie Ballew as Director of Public Safety, effective
December 31, 1971 in concurrence ~ith Hoyt Curry's retirement. Motion carried
~manimous ty.
It was moved by A.~derman Carpenter, seconded by Ald~rmmn Garrison, to
authorize the preparation of specifications a~d advertisi~g of bids for the
purchase of a budgeted item of capital, one (1) six cubic yard dump trUck.-
Motion carried unanimously.
The.minutes.of the Hale County Airport Board for the meetings of February
4 and MarcJ~ 3 were read and discussed.
The Board of City Development Financial Statement for the month of February
was read and discussed.
The Hale County Health Department Expen~-~t~re Re~brt for the .month of
FebrUary was read and discussed.
The analysis of revenue and payment of bills for the month of February
were read and discussed.

the reports for .filing and the payment of bills and to adjourn the meeting.
