The Mayor and City Council of the City of Plainview met in regular session
at 7:30 p.m. in the Council Chambers of the Cit~ii:Hai! with ~yor Louis N. Thomas
presiding _and..the following Aldermen pre.sent: Kettz Garrison, Medlin Carpenter,
Neal Williams, Bill Eaves, and Richard Cross.
Also present were: Marshall :Pharr-City M~naser, Joe Sharp-City" Attorney,
M. L. Rea-Director of ~kmicipal Services, ~Harotd GladmanzDirector of Planning,
Bill Ho~gge-Director of Public Works, Robert Barnett-Director of Parks and Recre-
ation, Hoyt Curry-Director of t~ab!ic Safety, and Jo~mie Ballew-Assistant Director
of Public Safety. Visitors included Sam Langford-Plainview/Haie Country Health
Board; Mary Lou Truesd~le and Dr. Gerald Wagner-Plainview/Hale County Health
Department; Hu!on Wall and W. E. Bryan~High Plains Pavers; Barney Welch-Contey
Lott Nichols Machinery; Bob Renshaw-American Petrofina Company; George M. Smith,

Invocation was given by Robert~Barnett.
A Resolution'of Appreciation was presented to Beth StemleY mhd Kathy Davis,
representatives from P!ainview High School, in recognition of participation in
the Debris Removal Contest held during "Earth Week".
Blair Willson presented a map of the city marked with the animal calls
received from October' 1, 196g thru September 30, 1970. This map was made by
the boys of Troop' 252 in regard to receiving their merit badges.
Charles ?~]qite was sworn into' the office of Deputy City Attorney by City
Attorney, Joe Sharp.
The proposed budget for ~he fiscal year 1971-1972 for the Plainview/Hale
County Health Department w~s received. It was moved by Alde~nan Carpenter,
seconded by Alderman Eaves, to accept the budget as presented in the amount of
$48,414.00. Motion carried unanimously.
Bids were received, opened, and read aloud for the contract of the 1971
A~rial Mosquito Spray Program. ~'Bids were received'as follows:

It was moved by Alderman Carpenter, seconded by Alderman Garrison, to accept the
low bid of Hale County Sand .& Gravel. Motion carried unanimously.
Bids were received, opened,i and read aloud for the purchase of 90,000 gallons,
Type OA-175 asphalt. Bids were received as follows:

It was moved by .Alderman Gar'rison, seconded by Aldermaa} Williams, to accept the
low bid of Diamond Shamrock. Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Cross, to approve the
minutes of the City Council meetLng of April 19, 1971. Motion carried unanimously.
Johnnie Ballew, Assistant Director of Public Safety, explained ~n detail the
Civil Defense Operational a~d Orga~izational Plan and the progress being made in
the F. OC work. Pre-~aped bulletins consisting of tests and weather bulletins were
played.
It was moved ~by Alderman GarrisOn, seconded.by Alderman Williams, to .authorize
the purchase of base equipment for cross banding with the citiZen band radio systems.
Motion carried unanimously.
It was moved by Alderman Cross, seconded by Alderman Garrison, to authorize
the mail surcey to be included in .the utility billing for information concerning
private shelters. Motion carried unanimously.
Discussion was held on the TOPICS Program for the City of Plainview. It was
moved by Alderman Eaves, seconded by Alderman/Cross., to authorize the City Ma~nager
to negotiate with Mr. Wayne Sherrell, Traffic' Fmgineering Consultant, for th~
develoFment of a contrac~ based on thelproposal of April 19, 197! which would be
.acceptable to the' State Highway Department and the Bureau of ROads. Motion ca~ied
una~nimous ly.
It was moved by Aldemman C~rpenter, seconded by Alde~nnan Cross, to accept the
resignation of Fred Garrison as .g.~airman of Neighborhood 11 of the C~n~nunity Improve- .
ment Council and to appoint ~. V. Ridlehuber to fill the position. Motion carried

It was moved by Aldermmn Cross, s~conded by Aldeman Wil!iam~s, to appoint
Leo Baxter as a member of Neighborhood ~'1t~ On the Neighborhood. Improvement Co~mitt~
to. fill the vacancy of E. V. Ridlehuber. Motion carried unanimously.
It was moved by Aldermml. Williams, seconded, by Alderman 'Carpenter, to appoint
Ora Ray,Neighborhood 2, Richard Bradshaw-Neighb:orhood 4, Quinton Short-Neig~hborhood
5, sharon Ray-Neighborhood 7, Jesse Wright-Neighborhood 10, and Prom Savage-Neighbor~
hood I1 as members of the Youth Advisory Committee. Motion carried unanimously.
It was moved by Alderman Eaves, seconded by Aldeman Carpenter, to authorize
the purchase of 32 four yard d~npsters from Kruse Reed Construction. Motion
carried unanimously.
Received for filing was the quarterly report for .the second quarter ending
March 31, 1971.
It was moved by Alderman Willimms, seconded by Al'derman Cross, to adopt
Appropriation Ordinance-No. GO 2~1-?1 from the General Obligation Bond Fund of
1966, Acct. 424 inthe ~no~t of $8~S0 payable, to Farmers Blacksmith Shop for
cutting and welding on traffic signal poles. Motion carried unanLmously.
It was moved by Alderman Bares, seconded by Alderman Garrison, to adopt
Appropriation Ordinance No. GO 282-71 from the General Obligation Bond Fund of
1966, Acct. 424 in the amount of $30~00 payable to J. C. Stanton Winch Truck
Service for' raising S steel light poles at 24t~h & Columbia. Motion carried

It was~moved by Alderman Carpenter, seconded by Alderman Cross, to adopt
Appropriation Or'dLnance ?__1-11~8_ from Pro Rata Account 324 in the amoua~t of $882.00
payable to Can-Tex Industries for purchase, of 1,260 linear feet of 8" sewer pipe.
Motion carried unanimously.
