A public hear~g was opened to discuss the notice of intention of the City
of Pla~view, Text, to enter into a cooperation agregment wi~ the Housing
~ority of the Ci~ of Plainview, Texas, as advertised ~ the Pla~view Daily
Herald on Mar~ 10, April 12, ~d May 4, 1971. ~ere being no dis~ssion, the
public hearing w~ closed, tt was moved by ~de~ Ca, enter, seconded by
Alde~ Wilii~s, to adopt a Resolution approvi~ a cooperation agre~ent wi~
the Housing Authority of the City of Pla~view, Texas, ~d au~oriz~g its ~
execution. Motion carried ~o~ly.
Received for fi!~g was a copy of the tabulation sheet on ~e !971 Aerial
Mosquito Spray Contract.
Received for filing w~ a copy of ~e tabulation sheet on ~e 1971 Seal
Coat Progr~ for ~e Ci%y of Plainview.

m~utes of the City ~cil meeting of May 3, 1971. ~{otion ca~ied ~ously.

the Mayor to si~ a lease agreement be~veen the City of Pta~view ~d ~e Hale
Co~ty .~riculturat Housing ~ority for joint ~e ~d develo~ent of a park ~d
recreational facili~, subject to ~e approval of the F~ Home A~istration.
Motion carried ~Lmously.

Ord~ce No. 71-1170, ~ Ord~ce prohibit~g park~g on eider side of ~at ~
portion of State Highway 194, ~o~ also ~ D~mitt Higlmmy ~ the Ci~ of PlaLn/$%
Hale Co~, Tex~ from ~in~ Street west to the city l~its of Pla~view. Motion
carried uno,mostly.
The proposed fire contract be~e~ ~e City of Plainvie~ ~d ~le Co~ ~
~s~ssed. Action w~ deferred to a later date.

CITY OF PLAINVIEW
BE IT KNOWN that at a regular meeting of .the City Council of
the City of Plainview held mt'its regular meeting place in the City Hall
of the City of Plainview on the 17th day of May,~ 1971, with a quorum of
said Council being present, the following Resolution was introduced and
duly passed by unanimous vote of said Council:
A RESOLUTION
BE IT RE~SOLVED that the City of Plainview enter into a lease
agreement with the Migrant Housing Association on the form and subject
to the terms and conditions of the lease instrument attached to this
Resolution, and that the Mayo.r of the City of Plainview is hereby auth-
orized and directed to execute same on behalf of the City of Plainview,

Received for filing was a, cop), of the approved budget of the Plainview/
Hale Comity Health Depar~nent as _jointly approved by the City 'of Plainview mhd
· Hale Co~mty Commission'-er's Court.
Received for filing was a letter from RLr. Harley Redin; President, P!&inview
Chamber of' Cor~nerce and Beard of City' Development; conce~ing the contr:ol of
stray dogs. Discussion was held on the matter..
Discussion was held on the request of ~4r. Jack Thomas for the sale of
~ City property located at 701 West 22nd Street.
Doc Churchwell and Earl Allen, representing persons in the vicinity of 24th
~ Columbia Streets, expressed their views wit1~ regard to the traffic control
devices located in that area. Discussion was held on their request regarding
these devices.
It was moved by A!derma~n Carpenter, seconded by Alderman Williams, to adopt
Appropriation Ordinance No. 71-1169 from the General Fund, Acct. 418, in the
amount of $1,008.25 payable to Mr. J. E. Manz for the purchase of civil defense
citizen band radio equipment. Motion carried tmanimously.
Received for filing was the City' of .PlaL~view Newsletter, Volume I, Issue 6,
dated May 17, 1971.
It was moved by Alderman Eaves, seconded by Aldermsm Willimns, to authorize
the drawing of an Ordinm~ce prohibiting parking on Columbia Street from 3rd Street
to 16t~h Street. Motion carried unan~ous!y.
The Board of City Development .Financial Statement was read and discussed.
The Plainview/Ha!e Count3~ Health Unit Expenditure Report was read and dis-
cussed.
It was moved by Alderman Carpenter, seconded by Alderman Eaves, to pay the
bills and file the reports. Motion carried %manimously.
Discussion was held on the Williamson property appraisals., which were approved.
It was moved by Alde~.~man Carpenter, seconded by A!dermm~ Garrison, to authorize
the City Manager to negotiate for the exchange' of property between the City- of
Plainview snd the Wi!lis~son Estate. Motion carried unanimously.
It was amuotmced that a joint meeting between the City Council and the Equali-
zation Board will be held Monday, May 24 at 12:00 noon.
A civil defense warning notice to be read by kWOP in time of emergency was
presented .tq the Council. It was moved by Alderman Eaves, seconded by A!denT~.an
Wilti~, te accept the warning notice. Motion carried ~mn~ously.
Itw~ ~moved by Atderm~ Carpenter, seconded by A!dennan Cross, to include
4th Street in the vicinity of Ennis Street and from Milwaukee to Yonkers in the
