Ne Mayor and City Cou~ci! of the CiW of Plainview met in regulalr -session
at 7:30 p.m.. in the Council Cha~ers of t~_e umty._Hatl wz'th Mayor Lm~is N. ~omas
presiding-and the following Aldermen present: Keltz GarrisOn, Mediin :Carpenter,
Bill Eaves, and Richard Cross.
Also present were: Marshall Pharr-City Manager, Joe Sharp-City Attorney,
Harold G!adman-Director of Pla]ming, Bill Hogge-Director 'of Public Works, Robert
Barnett-Director-of Parks and Recreation, Hoyt Curry-Director of Public Safety,
M. L. Rea-Director of ~{~nicipai Services, and Lar~7 Martin-Administrative Assis-
ta~nt. Visitors included L. R. Stevens-Southwestern Bell Telephone and Mike
Wali-Plainview Daily Herald.
Invocation was given by M. L. Rea.
It ~vas moved 'by Jflderm~n Carpenter, seconded by Aldeman Eaves, to appoint
the following persons as members to the Plai~iew HouSing Authority for the stated
period of time: M. B. Hood-Chaiman, 2 years; John C. Anderson, 2 years; Glen
E. Godsey, 2 years; L. Jack Pa)me, 1 year; and Romey Fennell, .Jr., 1 year. Motion
carried ua~animous ly.
It was moved by Aldeman Cross, seconded by Alderman Garrison, to approve the
minutes of the City Comncil meeting of May t7, 1971. Motion ~carried unanim~usly~
The proposed fire contract bet~een the City of Plainview~ and Hale Coun~ty
was discussed. Authorization was given to present the County with current figures
to be used in negotiating a reasonable percentage figure.
It was moved by Aldennan Carpenter, seconded by Aldemar~ Cross, to adopt
Ordinance 71-117 , an ~rdinance prohibiting parking on either :side of Colt~nbia
Street bet%~een Third Street and Fifteenth Street in the City of E!ainview; and
providing a penalty for the viola[ion thereof. Motion carried unanimoUSly.
It ~vas moved by Aldeman Eaves, seconded by Aldeman Carpenter, to adopt
Ordinance 71-1173, ~a~ ordinance prescribing the speed limit on South Columbia
S~treet in the City of Ptainview, Texas, at locations hereinafter designated;
repealh~g all ordinances in conflict herewith; ~_nd prescribing a penalty for
the violation of this ordinance. Motion carried unanimously.
It was moved by Aldeman Cross, seconded by Aldeman Garrison, to appoint
Ronnie Allen-Neighborhood 6 and Bddie Foster-Neighborhood 8 as members to the
Youth Advisory Conm~ittee. Motion carried unanimously.
It was moved by Alderman Eaves, seconded by Alderman Garrison, to authorize
the Ci{y Manager to negotiate ~ith Mr. James ~Williamson, William3on Estate, ~or the
exchange of ~property on a dotlar~-to-dollar basis, as determ{ned by thee appraisa!~ ~
of Mr. Dan Ma~Naughton. Motion carried unanimously.
It was moved, by ~dennan Gar. ison, seconded by. Alderman Eaves, to adopt
Ordinance 71-1174, an ordinance set~ing a date, time and place for a. public '
hearing on t~ne proposed .mnnexation of certain proper~y (17.69 acre tract out
of Section 26, Block JK-2, Hale Coua~ty, Texas) by the City of Plainview, Texas,
m~thorizing and directing the Mayor to public nOtice of such public hearing.
Mo~ion carried tmanimously.

A letter frcm Dr. Joe Webb, concerning the sale of land in the vicinity of
East Third and Hickory Street, was read to the Council and they .were asked to
consider t~his offer.
It was moved by Alderman Eaves, seconded by Alderman Garrison, to authorize
the preparation of an ordinance regulating the use of tank trucks and portable
tank sales of ga~oline. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Cross, to approve
the specifications for the installation of water and sewer lines to serve the
proposed Villa West Subdivision and other points in Section 2.6, Block JK-2.
Motion carried unanimously.
It was moVed by Alderman Carpenter, seconded by Alderma~n Garrison, to
authorize the housing survey with regard to the Code--F~nlforcement Grant Application.
Motion carried unanimously.
It was moved by Alderman Garrison, seconded by Alderman Eaves, to adopt
Appropriation Ordinance GO 283-71 from the General~ Obligation Bond Fund of 1966,
Acct. 424 in the amount of $1,087.40 payable to Reams Electric Company for material
and labor for installing conduct, bases, cable, signal poles, and lights at:Twenty-
fourth mhd Columbia. Motion carried unanimously.
It was moved by Alderman Eaves, seconded by Alderman Cross, 'to adopt
Appropriation Ordinance 71-1171 from the General Fund, Acct. 418 in the mnount of
$1,686.15 payable to South Plains Association of Governments for the remaining
60% of the azmmal dues~'for FY 70-71 called for in accordance with the Board of
Directors' action of May 12, 1971. Motion carried unanimously.
The Animal Warden Report was read and discussed.
The Building Permit Report was read and discussed.
The Fire Department Report was read mhd discussed.
The Library Report was read and discussed.
The Log of Requests Report wss read and discussed.
The Municipal Court Report was read and discussed.
The Police Department Report was read and discussed.
The Tax Department Report was read and discussed.
The Utility Department Report was read and discussed.

th~ reports for filing. Motion carried mnanimously.
It was moved by Alderman Eaves, seconded by Alderman Carpenter, to authorize
the preparation Of specifications and plans for a rural paving section on l~enty-
fourth Street from Edgemere Drive to Interstate 27. Motion carried uns_nimously.
It was moved by Alderman Garrison, seconded by Alderman Cross, to set July
6 as the first COuncil meeting in July, due to the July 4th weekend. Motion
carried unanimously.

It was stated that the 'first mosquito spraying will be done Wechxesday
morning, June 9, unless complications arise.
Author{zation was given for tJxe ramovat of the parking restriction on.
Austin Street from Sixth Street south tO the alley on the east side only.
The City Attorney was authorized to draw an ordinance amending the present
ordinance.
It was moved by Al. de~m~an Eaves, seconded by Alderman Cross, to adjourn
