Also present ~ere: Marshall Pharr-Ci%y Manager, Joe Sharp-City Attorney, M. L. Rea-Director of ~m. icipat Ser~ices~ Robert Barnett-Director of Parks ~ Recreation, Bill Hogge-Director. of Public Works, Hoyt Cur~7~Director of t~[~iic Safety, Jo~mnie Ballew-~sistant Director of Public Safety, Larry Martin-A~inis- trative Assistant, and Walter Dodson-Tax Assessor & Collector. Visitors included Roy Bruckner, Sr.-Bruc~ner Truck Sales, Inc.; Joe w. Smith-First South~vest Company~ Ira B. Forrest-Mack Trucks Inc.; and Mike Wall-Plainview Daily Her. aldo I~ocation was given by Alderman Cross. Received for filing was the bid tabulation for the purchasing of two (2) 1,000 g.p.m, triple combination, diesel powered pinK, ers for the Fire Department~ Bids were opened July 28 with the apparent low bidder being Mack Trucks, Inc. with a bid of $99,834.72. It was moved by Alderman Garrison, seconded by Alde~nan Eaves, to concur that any rule requi~ing ordinances to be read more than one time or at more th~n one meeting be suspended. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Willi~m~ to adopt Ordinmnce 71-11.87, m~ ordinance ratifying mhd confirming contract and authorizing for issuance of $99,000 ',City of Plainview, Texas, Certificates of Obligation, Series 1971," dated Aug~.st 1, i971. Motion carried unanLmou~sly. It was moved by ~lldermm~ Willia~s, seconded by A!dennan Eaves, to approve the minutes of t~e City Council meeting of July 19, 1971. _~otion carried mnanimously. It was moved by Aide~7~an ~Carpenter, seconded by Alderman ~i!iiams, to approve the i~tailation of one (1) 7,000 l~nen street on wooden pole at the intersection of Loop 274 ~nd Kirchwood Drive, and also at the intersection of Jefferson Drive and ttasca Road. ~4otion carried m~n~ously. Robert Barnett presented the proposed Capital Improvemen~ in Phase t of the Running Water Draw Park. It was moved by Alderman Carpenter, seconded by Alderman Cross, to approv~ the proposed i~provemen'~s. Motion carried unanLmously. Discussion ~was held on t~he Solid Waste Disposal Sum~ey,. as presented by Bill Hogge, conducted by %he City of Plainview for a nine month period ending December 1970. Discussion was also held on the proposed Tax Est~nate for 1971. Disc~ssion was held on a letter received from Mr. Ron~Stokes, President of P!ainview Optimist Club Inc., concerning capit~al improvements o~m~d maintenance of the Little Leag~ae Baseball smd Babe Ru~ah Baseball Parks. It was moved by'~alderman ~.aves, seconded by ~!derman Carpenter, to authorize the City. Manager to proceed with a contract for curb, ~tter, m~d paving of the MIS~J.?ES Ct?Y COt~CiL ~EETING Augmst 2, 1971 Page 2 parkir~ lot located at i6th Street Park when sufficien~ funds become available. Motion carried vmmnLmously. Received for filing was an invitation concerning the smnual workshop on Intergovernmental Re!atiop~s and Regional Plarminy to be held in San Antonio on September 16-18, 1971 ~mder the direction of tJ~e Governor's Office. Larry Martin presented i~onnation concerning 'the recently completed Housing Survey for selected neig~f~orhoods of the City of P!ainvi~w. Mayor 'Fnomas reminded the Council of the Co~unity mhd Neighborhood Improve- ment Committee meetings to be held or, Augnst 10~ 1971. Information was received from Law Enforcement Kxplorer Post 226 concerning the report on pigeon control'. 1]~e Animal Warden Report >~as read mid discussed. ~I~e. Building Permit Report was read ~nd d~scussed. ~e Fire Department Report was read and discussed. The Libra~Bz Report was read and disctmsed. ~e Log of Request Report was read and discussed. The ~lmicipal Court Report was read and discussed. l~e Police Department Report was read and discussed. The Tax Department Report was read and discussed. l~ne Utility Departnnent Report was read. and discussed. It was moved by Alderman Ca_~en~er, seconded by Alderman Ea~es~ to accept the reports for filing. Motion. carried v~m~imously. I't was moved y Alderman W~l!~s, seconded by Alderman Garrison, to move tJ~e meeting date of the Council from September 6 to September ?, due to the Labor Day holiday. Motion carried unanimously. It Was moved by Alderman Ca~lpenter, seconded by Aldermm~ Cross, to move tJ~e Council l~Uncheon from August 12 to August 13. Motion carried unanim~usiy. It was moved by Alderman Eaves, seconded by Alde_~an Williams, to authorize the City Manager to arrange the otock~.ng off of Broadway Street from 5th to 6th Street on August 21 for the purpose of a "street square dan~e" at the request of Belles ea~d Beaus Square Dance Club. Motion carried unanimously. It was moved by Aldermem, Ca~7oenter~ seconded by Alderman Williams, to authorize the City Manager to make an application jointly with Dr. Joe }7ebb and Mr. Ray Pritchett for a specific use pe~mit on 24th Street from Edgemere Drive-~' to Highway 87.
