%he Ci63z Coo~ncil of the City of Plainview met in regular session at 7:30
p.m. 5~ the Council Gna~oers of the City Hall with Mayor Pro Tern Keltz Garrison
presid~g and the following Aldermen present: Med!in Carpenter, Nea! Williams,
Bill Eaves, and Richard Cross.
Also present were: Marshall Pharr-City Manager, Joe Sharp-City Attorney,
M. L. Rea-Director of .Municipal Services, Robert Barnett-Director of Parks a
Recreation, Bill Hogge-Director of Public Works, Hoyt Curry-Director of Public
Safety, Johnnie Ballew-Assistant Director of Public Safety, Harold Gla~an-
Director of Planning, Larry Martin-Administrative Assistant, and Norman Huggins-
Budget Officer. Visitors included Sid Cooper, orville Atkinson, Tom Almo_n._:~.
Wendell Holloman-Plainview Dai~ly Herald.
Invocation was given by Robert Barnett.
~{r. Les Stevens, local Manager of Southwestern Bell Telephone.Company,
postponed his presentation to the Council concerning the operating results and
exchange operations for Southwestern Bell Telephone.
Discussion was held on Zone Case No. 202, request of Mr. Orville Atkinson
for a Specific Use Permit for the moving of dirt to fill land within a playa lake
area, located in a R-1 Zone in the 2800 Block between 24th Street a~J Edgemere
Drive. It was moved by Alderman Eaves, seconded by Alderman Carpenter, to defer
action for further study. Motion carried tmm~imously.
Discussion was also held on Zone Case No. 204, request of Mr. J' J. Kirc?J~off
for the rezoning of a tract of land from a R-1 Zone to a C-2 Zone, being a 17.69
acre tract out of Section 26, Block JK-2, located in the vicinity of. Dimmitt Road
and Ennis Street. It was moved by Aides, nan Carpenter, seconded by Alderman
Wi!liam3, to adopt Ordinance No. ~7~1-1!89, an ordinance amending the Zor~ing Map
of the City of Plainview as proposed in Zone Case No. 204. Motion carried
unanimously.
It was moved by Aides. an Williams, seconded by Alderman Eaves, to approve
the minutes of the City Coo~cil meeting of August 2. 1971. Motion carried
unanimously.
Received for filing was a copy of the minutes of the Community and Neigh-
borhood Im. provement Co~ittees of August 10, 1971.
Discussion was held on the results of the joi~.t meeting ~ith the Hale County
Airport Board, Federal 3&,iation officials, and City of Plainview officials conr
cerning ,future capital improvemen't programs of the airport.
A list of the designated two-year a~nd one-year appointees to the Con~nunity
and Neighborhood Improv~ent Committees, whose'terms ex~ire October 1, 1971 and

Discussion was held on the Pre-Reconnaissance Survey for a 'revised Comprehen-
sive Plan (?0i). It was moved by Alde~an Carpenter, seconded by- Alderman Cross,
to authorize the Cit~/Manager to fon~zar~ this survey to the Goven~or's Office
requesting a ~eetin~g concerning t]~e revised pla~. Motion carried tmanimously.

It was moved'by Alderman Williams, seconded by Alderman Baves, to adopt
Appropriation. Ordinance No. -GO 287-7], from the General Obligation Bond Fund,
1966, Acct. 424, in the amount of $15,267.61 payable to High Plain~ Pavers,
inc. Motion carried un~J~imousiy.'
Discussion was held on a portion of the 1971-72 interest and Sinking Fund
Requirements for tAe City of Plainview.
Received for filing was a copy of the Newsletter, Volume I, Issue 9.
The Board of City Development Report was read and dis~assed.
The Analysis of Revenue and Payment of Bills Reports were read and
discussed.
It was moved by Alderm~ Carpenter, seconded by Alderman Cross, to accept
the reports for filing. Motion carried unanimously.
After some discussion, it was moved by Alderman Bares, s~conded by Alderman
Carpenter, to authorize the re-appraisal Of the two city-owned buildings located
in the 700 Block of Broadway Street~ Motion carried unanimously.
It was moved by Alderman Eaves, seconded by Aldel~an Willi~ns, to authorize
the extension of the contract (for the application of asphalt and gravel only)
with Hion Plains Pavers, Inc. not to .exceed $5,000. M~0tion carried unanimously.
