HomeMy WebLinkAbout71 1101 minMINUTES CITY COUNCIL REGULAR ~TtNG November 1, 1971 The City Council of the City of P!ainview met in regular session at 7:30 p.m. in the Council Chambers of the City Hall with Mayor Louis N. Thomas pre- siding and the following Alderman present: Keltz Garrison, Medlin Carpenter, Neal Williams, Bill Eaves, and Richard Cross. Also present were ~arshall Pharr-City Manager, Joe Sharp-CityAttorney, M. L. Rea-Director of ~unicipaI Services, Harold Gladman-Director of Plsmning, Bill ' Hogge-D~rector of Public Works, Robert Barnett-Director of Parks ~ Rec- reation, Hoyt Curry-Director of Public Safety, Johnnie Ballew~Director of Public Safety, NolnnanHuggins~Budget Officer, ~and Bob Richard-Building Inspector.~ Visitors included Mike'Wall-Plainview Daily Herald and Tom Almon~ Invocation was given by Alderman Garrison. No bids were. received for the sale of property located at 701 West 22nd Street. A public hearing was opened to discuss annexation of approximately 17 acres of land in the vicinity of Southwest First Street and Kirchwood Drive. There being no discussion, the public hearing was closed. It was moved by Alderman Carpenter, seconded by Alderman Eaves, to adopt Ordinance No. 71-1206, s~ ordinance annexing the above property. Motion carried unenimously. It was moved by AldermanWiltiams, seconded by Alderman Garrison, to approve the minutes of the City Council meeting of October 18, 1971. Motion carried ~nanimously. Received for filing were copies of the minutes of the Central Business District improvement Committee and Board of Adjus~nent meetings of October 26, and the Planning & Zoning Board meetings of October 14 and 28. It was moved by Alderman Carpenter, seconded by Alderman Cross, to authorize the Mayor to sign a lease agreement between the Hale County Agricultural Housing Association and the City of Plainview concerning S.9 acres of land in the vicinity of Givens andBeech S~reet~ for the purpose of park and recreational facilities. Received for filing was a letter dated October 22 from the Texs~Hig~ay Depar~nent requiring the installation of break-away poles for the lighting pro- ject approved on U.S. 87 Business Route (Sou~ Columbia Street)~ Also received for filing was a copy of a letter dated October 22 from Texas Water Quality Board pertaining to the City of Plainview's Waste Control Order No~ 10S3~. It was moved by Alderman Williams, seconded by Alderman Eaves, to adopt GO292-71 from the General Obligation Bond Fund of Appropriation Ordinance No. 1966, Acct. 424, in the amount of $59.15 payable to High Plains Concrete Company for material used in the installation of a traffic signal at 24th & Joliet. Motion carried unanLmously. It was moved by Alde~Tnan Garrison, seconded by Alderman Cross, to adopt Appropriation Ordinance No. GO2?..3-71 from the General Obligation Bond Fund of 1966, Acct. 424, in the ~mount of $16.8! payable to Higginbotham-Bartlett Co. for pipe cutting and threading on m['{erial to be used in the traffic signal at 24th & Joliet. Motion carried unanimously. It was moved by Alderman Cross, seconded by Alderman Garrison, to authorize the Mayor to sign a Resolution concerning the appointment of new members to the City/County Health DeparTnent in accordance with a law passed by the 66th Legis- lature increasing the membership from 8 to 9. Motion carried unanimously. The Animal Warden Report was read and discussed~ The Building Permit Report was read and dis'cussed. The City/County Health Department was read a~d discussed. The Fire Department Report ~as read and discussed. The Library Report was read and discussed. The Municipal Court Report was read and discussed. The Police Department Report was read and discussed. The Tax Department Report was read and discuSsed' The Utility Department Report was read and discussed. It was moved by Alderman Carpenter, seconded by Alderman Cross, to approve the reports for filing. Motion carried uunanimously. RESOLUTION BE IT D~O~N that a regular meeting of the City Council of the City of Plainview, Texas, held on the 1st day of November, A.D. 1971, the following resolution was introduced and passed by unanimous vote of the said Council. "BE IT RESOLVED, that the amendment to the Constitution of the Plainview-Hale County Health Board, attached hereto be adopted." "BE IT FUt?r[ER RESOLVED, that a copy of this resolution together with the amendment attached thereto was received for the County Commissioners of the Commissioner's Court." '~E IT FURTHER RESOLVED, that a copy of said resolution together with the amendment thereto be mailed to the Health Board of the Plainview-Hale County Board of Health."
