HomeMy WebLinkAbout10 0622 minThe Plainview City Council met on Tuesday, June 22, 2010 in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 5:05 p.m. on June 18, 2010. Mayor John C. Anderson presided. Councilmembers present were: Cathy Waggoner- District 2, David Garcia - District 3, Virginio "V.O." Ortega- District 4, Ron Trusler- District 5, and Roland Nash - District 7. Councilmembers Charles Starnes - District 1 and Wendell Dunlap- District 6 were absent. Staff members present were: Greg Ingham -City Manager, Leslie Spear Pearce- City Attorney, Mike Gilliland- Director of Public Works, William Mull- Chief of Police, Rusty Powers- Fire Chief, Dale Simpson- Director of Civil Service, Eric Turner -Main Street Coordinator, Shane Harrell- Personnel Specialist, Katherine Egger- Deputy City Secretary, Police Captain Dennis Harkins, and members of the Plainview Police Department. News Media Representative: Deborah Zacher - Plainview Daily Herald Guests: Rodney Watson, Kevin Carter, David Miller, Glenda Mull, Bill Cross Mayor Anderson called the meeting to order at 7:00 p.m. Councilmember Waggoner delivered the Invocation and led the Pledge of Allegiance. City Manager Greg Ingham recognized Police Chief William J. Mull for his 40 years of service to the City of Plainview. Chief Mull started his career in 1970 as a patrolman and worked his way up through the ranks to become Chief of Police in 1997. His experience includes Shift Corporal, Detective, Lieutenant of Detectives, Patrol Captain, CID Captain, and Interim Chief of Police. He earned a Bachelor of Science Degree from Wayland Baptist University. His ability to work with citizens and staff has made our police department the effective department that it is. Mr. Ingham asked Glenda Mull to stand beside her husband while Mayor Anderson presented to Chief Mull a Crystal Star Award in appreciation and recognition of his service. Chief Mull expressed his gratitude for this honor and added that the ones who do most of the hard work are the police officers, some of which are here tonight. Councilmember Trusler moved to adopt the consent calendar. The motion was duly seconded by Councilmember Waggoner and carried by unanimous vote. Items approved on the consent calendar included the approval of the minutes for June 8, 2010; the granting of excused absences; May financial reports; and approval of the CivicPlus contract to re- design the City's website. Mayor Anderson introduced Item No. 4 for consideration, and to take necessary action, regarding the request to support the Texas Tech Office of Technology Commercialization's development of the National Wind Resource Center (NWRC) and the National Institute for Renewable Energy (NIRE). The Mayor asked Kevin Carter, Executive Director of the Plainview / Hale County Industrial Foundation (PHCIF), to City Council Minutes June 22, 2010 Page 1 of 3 407 408 make his presentation. Mr. Carter stated that this project is one that the PHCIF is presenting to the City and to the County for funding consideration. The purpose for joining this project is it will be an economic development enhancement for this area. Then Mr. Carter introduced David Miller, Vice Chancellor Texas Tech University Commercialization & Economic Development (TTU). Mr. Miller distributed a print -out to council members of his power -point presentation. Mr. Miller stated that the University has been a leader in wind science engineering for 40 years, beginning with the study of tornadoes as a result of the devastating May 11, 1970 tornado that hit Lubbock. Currently the only Ph.D. program in wind science engineering in the United States is at Texas Tech. Texas is the nation's leader in wind energy production, and 90% of that production comes from West Texas. This area has a steadier wind source than the Sweetwater area, which means more generating capability. The University created both NIRE (National Institute for Renewable Energy) and NWRC (National Wind Resource Center). The purpose of NIRE is to develop and operate renewable research facilities, create an industry-wide renewable energy consortium in partnership with the Wind Alliance, provide prototyping and certification services, research and development focusing on introduction of new technologies, reducing the costs of wind energy and developing viable energy storage technologies. NWRC's primary goals are to develop and educate the workforce for the budding wind energy sector, resolve key scientific issues, and to develop new technologies to enhance the American wind energy industry. In joining this project, the partnership would be Plainview through PHCIF with TTU. Each partnership is different based on needs of the community. Meetings are one - on -one, on a regular basis. One of the benefits of this partnership is if TTU knows of a company that wants to locate in this area, TTU would help PHCIF to recruit, and if PHCIF knows of a company they would like to see come to this area, TTU would help. Mayor Anderson made the motion that the City of Plainview and Hale County have a total commitment of $50,000.00; that the City of Plainview commit to $25,000.00 of that and allow Hale County to commit likewise into this project; and if any further action is required it will be presented to the City Council. The motion was seconded by Councilmember Trusler. Then the Mayor asked for Public Comment. Kevin Carter stated that the payments can be paid through a 5 -year period. City Manager Greg Ingham stated that these funds would come from the Economic Development Fund. The motion carried by unanimous vote. City Manager Greg Ingham introduced Item No. 5 (in which the City Council is to consider and take necessary action regarding the nomination of the "String -a- Longs" into the Walk of Fame) by reviewing the process of how a person /group is inducted into the Walk of Fame. A committee of four (currently the committee consists of Rodney Watson as Chairman, Nicki Logan, Danny Andrews, and Jack Oswald) reviews the submitted applications. Criteria includes the applicant must have been either born in Plainview or have spent a large portion of his /her /their development years in Plainview; have received national recognition in the area of arts, sports, technology, politics, or entertainment; maintain a respectable reputation that inspires others to achieve; and reflects positively on Plainview / Hale County. The committee accepts and reviews the nominees, then makes its recommendation to the Mayor. Mr. Ingham then introduced Rodney Watson. Mr. Watson stated that the "String -A- Longs" were a high - school City Council Minutes June 22, 2010 Page 2 of 3 "garage band" that made international fame in the 1950's with their instrumental hit Wheels. At the peak of their popularity, they traveled across the United States and made multiple appearances on the nationally televised rock -n -roll show American Band Stand. The group consisted of Keith McCormack, Aubrey deCordova, Richard Stephens, Jimmy Torres, and Don Allen. They are the only rock -n -roll group from that period to have all members living. The group's success continues to be an encouragement to young people to reach for their dreams. Mr. Watson stated that the committee recommends the induction of the "String -A- Longs" into the Walk of Fame. Mayor Anderson asked for public comment. There was none. Councilmember Trusler made the motion to approve the induction of the "String -A- Longs" into the Walk of Fame. Motion was seconded by Councilmember Garcia and was carried by unanimous vote. Police Chief Mull presented for consideration Item No. 6 (Resolution R10 -226) which is to approve the request of the Plainview / Hale County Crime Stoppers to apply for a Criminal Justice Division Grant in their effort to assist local law enforcement agencies with funds to help suppress crime in our community. This grant requires a resolution passed by the City Council and an agreement between the City and Crime Stoppers, which is Item No. 7 on the agenda. This is a Justice Assistance Grant in which they are asking for $10,000.00 which will be used to purchase equipment and to subsidize training and operating costs. Plainview / Hale County Crime Stoppers has been active for 30 years and has a notable record of fighting crime in this area. During those 30 years, there has been a total of $238,200 paid in awards, which is approximately $7,000 per year; 42.4 cases per year solved; 39 arrests per year; $36,385.27 in recovered property. Chief Mull introduced Plainview / Hale County Crime Stoppers Board President Bill Cross. Mr. Cross stated that this is the first time since 1996 that they have applied for a grant. Last year the Crime Stoppers started a Campus Crime Stoppers with the Plainview Independent School District; and now the program has the capability of receiving anonymous tips through texting and e-mail. Mayor Anderson asked for public comment on Resolution R10 -226. There was none. Councilmember Nash made the motion to approve Resolution R10 -226 as presented. Councilmember Ortega seconded the motion. The motion carried unanimously. Mayor Anderson asked for public comment on Item No. 7 which is to consider and take necessary action regarding the City and Plainview / Hale County Crime Stoppers Interlocal Agreement — Governor's Office for Justice Assistance Grant. There was no public comment. Councilmember Nash made the motion to approve the Interlocal Agreement, and Councilmember Trusler seconded the motion. The motion was carried by unanimous vote.
