The City Council met on July 8, 2010, at the Plainview Convention Center, 2902 West
4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
4:50 p.m. on July 2, 2010. Mayor John C. Anderson presided. Councilmembers
present were: Charles Starnes - District 1, Cathy Waggoner- District 2, David Garcia -
District 3, Ron Trusler- District 5, Wendell Dunlap- District 6 and Roland Nash - District 7.
Councilmember Virginio "V.O." Ortega was absent.
Staff members present were: Greg Ingham -City Manager, Leslie Pearce -City
Attorney, Will - Mull - Police Chief, Rusty Powers -Fire Chief, Mike Gilliland- Director of
Public Works, Sarianne Beversdorf- Director of Finance, Tammy Adams - Accounting
Coordinator, Vanessa Rincon- Accountant II and Belinda Hinojosa -City Secretary.

Mayor Pro Tem Nash led in the Invocation.
Councilmember Virginio "V.O." Ortega was granted an excused absence.
Mayor Anderson introduced Natasha Thomas, a student from West Texas A &M
University.
Greg Ingham, City Manager introduced Sarianne Beversdorf, the new Finance Director.
Mr. Ingham introduced Mike Gilliland, Director of Public Works to brief the Council on
upcoming water and sewer projects. He stated there are several projects that need
attention. Upcoming projects are as follows:
(1) Parkhill Smith & Cooper is present to present information on a two water
tower project;
(2) Texas Department of Transportation is rebuilding Hwy 70. The City has been
visiting with AMD Engineering regarding the project. It will require the
relocation of some water and sewer lines. AMD Engineering is also present to
provide information on this project.
(3) The City had a project at the wastewater treatment plant that had been
budgeted for $75,000, however they were able to get it done for $35,000
(4) We also have a lift station project at South Milwee and South Juniper.
(5) It is proposed that the two ground storage water reservoirs with flat concrete
roofs be squeegeed after it rains. If this method is approved by TCEQ, this
would save the City some money.
Mr. Gilliland introduced Zane Edwards and Troy White with Parkhill Smith & Cooper to
make a presentation on one of the water projects.
Troy White presented a proposal on the elevated storage tanks. Five of the towers are
in disrepair. A study was performed on the towers and he is proposing that a new tower
be installed near the treatment plant and one in the Hillcrest area. This would do away
with several towers and the City would rely on these two new towers, the Quincy Street
tower and the prison tower. It is estimated that by installing the tower in the west part of

town, this would save around $50,000 a year in energy costs. The four different types
of options for towers and their costs are as follows: pedestal tower - $3,700,000;
composite (welded steel) tower - $2,500,000; composite (bolted steel) tower -
$3,000,000 and multi - legged steel tower - $2,300,000. He recommended the composite
(welded steel) tower.
He also presented cost figures during the 90 year life of the towers: pedestal tower -
$9,530,000; composite (welded steel) tower - $6,510,000; composite (bolted steel)
tower - $6,410,000 and multi - legged steel tower - $7,220,000.
Mr. Gilliland also introduced Brandon Autrey, Leslie Bruce, Tyler Pope and Chris Igo
with AMD Engineering, LLC. Brandon Autrey stated that TxDOT will let bids on the US
Hwy 70 project in January 2011. TxDOT is proposing to redo Hwy 70 from Milwee to
Westridge Road which is approximately 4.2 miles. They would demolish the existing
road and they have requested that utilities be removed. There is a 10" and 15" sewer
line that runs down the middle of the road from Broadway to Ivy Street. They have
obtained verbal approval to keep the sewer line under the pavement with the use of an
in -situ liner. Using this liner would save the City about $900,000. There is also a linear
water line about 9,300 feet from Vernon to Ash which would have to be rerouted. There
are also 32 water crossings along Highway 70.
TxDOT is expected to hear sometime in August if the project will be funded. At that
time, Mr. Mike Craig with TxDOT plans to have public meetings making the public
aware of the upcoming project.
Mr. Ingham stated these are upcoming projects. The Finance Consultant is looking at
estimates and running debt services numbers to look at the cost to the citizens. This
would be utility supported debt.
The Council and staff reviewed the agenda for the City Council meeting of July 13,
2010.
There being no further business, Mayor Anderson adjourned the meeting at 1:06 p.m.
