HomeMy WebLinkAbout10 0727 min416 The Plainview City Council met on July 27, 2010 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 5:10 p.m. on July 23, 2010. Mayor John C. Anderson presided. Councilmembers present were: Charles N. Starnes - District 1, David G. Garcia - District 3, Virginio "V.O. "Ortega- District 4, Ron Trusler- District 5, and Roland Nash - District 7. Councilmembers Cathy Waggoner- District 2 and Wendell Dunlap - District 6 were absent. Staff members present were: Greg Ingham -City Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works, Will Mull - Police Chief, Dale Simpson- Director of Civil Service, Sarianne Beversdorf- Director of Finance, Eric Turner -Main Street/CVB Coordinator and Belinda Hinojosa -City Secretary. News Media Representative: Deborah Zacher - Plainview Daily Herald Guests present were: Dee Blevins and Danny Glenn Councilmember Virginio "V.O." Ortega delivered the invocation and led in the Pledge of Allegiance. Councilmember Trusler moved to adopt the consent calendar. The motion was duly seconded by Councilmember Starnes and carried by unanimous vote. Items approved on the consent calendar included the approval of the minutes of July 13, 2010 and July 22, 2010; the granting of excused absences to Councilmembers Cathy Waggoner and Wendell Dunlap and approval of the financial reports. Greg Ingham, City Manager stated the City has a contract with the Chamber of Commerce to assist with the growth and development of communities in special areas. He introduced Danny Glenn, Board President. Mr. Glenn provided the Chamber of Commerce Annual Report. Mr. Ingham presented for consideration and to take necessary action the Agreement for Promotion of Business and Leadership between the City of Plainview and the Plainview Chamber of Commerce. He stated this is the Agreement referred to earlier between the City and the Chamber of Commerce. This is for $25,000 and it is used to assist with the activities that Danny Glenn outlined. Mayor Anderson asked for public comment. There was no public comment. Councilmember Trusler moved to renew Agreement for Promotion of Business and Leadership between the City of Plainview and the Plainview Chamber of Commerce. The motion was duly seconded by Councilmember Garcia and carried by unanimous vote. Mayor Anderson moved to go into a closed meeting to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code, Section 551.074]. Appointments to the following boards and commissions: Runningwater Draw RSVP Advisory Board and Sec. 551.071 — consult with attorney on a matter in which the attorney's duty to the government body under the Texas City Council Minutes July 27, 2010 Page 1 of 2 Disciplinary Rules of Professional Conduct conflicts with the open meeting statutes and about pending or contemplated litigation or settlement of same relating to Water Utilities and Public Health and Safety. The motion was duly seconded by Councilmember Nash and carried by unanimous vote. Mayor Anderson recessed the meeting at 7:16 p.m. Mayor Anderson called the meeting back in open session at 8:40 p.m. Mayor Anderson announced that no action would be taken on the closed session items.
