HomeMy WebLinkAboutR10-232RESOLUTION R10 -232 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS CAPITAL FUND MAIN STREET IMPROVEMENTS PROGRAM APPLICATION TO THE OFFICE OF THE TEXAS DEPARTMENT OF AGRICULTURE; ESTABLISHING A DESIGNATED AREA OF DOWNTOWN PLAINVIEW AS SLUM OR BLIGHTED; AND AUTHORIZING THE MAYOR TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS DEPARTMENT OF AGRICULTURE TEXAS CAPITAL FUND MAIN STREET IMPROVEMENTS PROGRAM WHEREAS, the City Council of Plainview desires to develop a viable urban community, including removing blight conditions in the designated downtown Main Street area, to encourage expanding economic opportunities, principally for persons of low -to- moderate income; and WHEREAS, certain less than desirable conditions exist in the downtown area which will require the construction of new sidewalks, curb and gutter repair, lighting, and infrastructure improvements to renovate and develop a viable downtown area; and WHEREAS, this renovation will minimize the displacement of persons as a result of the above activities; and WHEREAS, it is necessary and in the best interests of the City of Plainview to apply for funding under the Texas Department of Agriculture Texas Capital Fund Main Street Improvements Program; and WHEREAS, the program will be conducted and administered in conformity with the Civil Rights Act of 1964 (42 U.S.C. Section 2000a, et. seq.) and the Fair Housing Act (42 U.S.C. Section 3901, et. seq.). NOW, THEREFORE, BE IT RESOLVED BY the City Council of the City of Plainview that: I A Main Street Program application for the Texas Capital Fund is hereby authorized to be filed on behalf of the City with the Texas Department of Agriculture. II. The downtown area of the City of Plainview has curbs, gutters, sidewalks, lighting, and infrastructure that are deteriorated due to age and other reasons, which qualify it as blighted. The cracked, deteriorated infrastructure, including curbs, gutters, and sidewalks are detrimental to the public safety of the City. TDA.Blight Page 1 of 2 381 382 III. The boundaries of the downtown area designated for assistance under this grant are the West side of Broadway Street from 7 Street to 8 Street. The assisted activity addresses the blighted conditions replacing the old, deteriorated sidewalks, installing ADA ramps, and providing adequate lighting and infrastructure in the designated downtown area. V. The City Council directs and designates Mayor John C. Anderson as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the Texas Capital Fund of the Texas Department of Agriculture. This Resolution's public purpose is to submit grant applications to the Texas Department of Agriculture for the renovation and development of the designated downtown area by using grant funds for the specified assisted activities.
