A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, APPROVING THE REQUEST OF PLAINVIEW YMCA TO HOST
THE "YMCA 5K ROAD RACE AUTHORIZING THE FILING OF THE
AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT
OF -WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION
FOR THIS ROAD RACE; DECLARING THAT THE EVENT SERVES A
PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH
REGULATIONS.
WHEREAS, the Texas Department of Transportation owns and operates FM
3566 (SW 3 Street) and Hwy 194 (Quincy Street) in the corporate limits of the City of
Plainview; and
WHEREAS, the City of Plainview received a request from the Plainview YMCA
on October 26, 2010; and
WHEREAS, the "YMCA 5k Road Race will follow a route on the following State
owned and operated streets within the corporate limits of the City of Plainview: from the
start at the YMCA building (313 Ennis) and run northward on Ennis Street to SW 4th
Street, turn eastward on SW 4th Street and continue to Quincy Street, turning right and
running southward on Quincy Street to SW 3 Street (FM 3466), then turn westward on
SW 3 Street (FM 3466) to run on the shoulder of SW 3 Street (FM 3466) to Ennis
Street. The race will then turn right onto South Ennis Street and run northward to the
starting point at the YMCA building. The race will end at the YMCA parking lot; and
WHEREAS, the City Council of the City of Plainview finds that such race serves
a public purpose in that it increases the public awareness in the importance of physical
fitness; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest for the citizens of Plainview that the "YMCA 5K Road Race" be held this year on
November 13, 2010 and use the above stated route; and
WHEREAS, the Texas Department of Transportation requires the Local
Government to submit a completed Agreement for the Temporary Closure of State
Right of Way for use of State Highway 194 (Quincy Street) from 4 Street to FM 3466
(SW 3rd) and from FM 3466 (SW 3 Street) to Ennis Street in such public events as a
road race sponsored by the Plainview YMCA; and
WHEREAS, the City Council designates Mayor John C. Anderson as the City's
authorized official. The authorized official is given the power to apply for or terminate
such Agreement on behalf of the City.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLAINVIEW THAT:

The request from Plainview YMCA to host the "YMCA 5k Road Race" for
November 13, 2010 is hereby approved.
II.
The public purpose of the road race is to increase the public awareness in the
importance of physical fitness.
III.
Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT -OF -WAY with the Texas Department of Transportation is hereby
approved.
IV.
The Mayor is hereby authorized and directed to execute, respectively, on behalf
of the City of Plainview, all necessary documents, including the AGREEMENT FOR
THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY, to complete the road race
preparation process.
