The City Council met on July 18, 2002 at 1.1:30 a.m. at the Plainview Convention
Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was
posted in City Hall at 11:00 a.m. on July 15, 2002. Mayor Lloyd C. Woods presided.
Councilmembers present were: Kelvin Tipton-District 1, Belinda Pena-District 3, John
N. Bertsch-District 4, Ross Owen-District 5, and Irene Favila-District 7.
Councilmembers absent were Mary Jane Shanes-District 2 and Buddy McGehee-
District 6.
Staff members present were: James P. Jeffers-City Manager, Elizabeth Regner-
Assistant City Manager, Dale Simpson-Director of Civil Service, Gary Glass-Fire Chief,
Brice Clements-Assistant Director of Public Works/Engineer, John Berry-Director of
Public Works; Will Mull-Police Chief; Mike Carroll-Captain of Criminal Investigations,
Wally Hatch-City Attorney, Jack Keller-Budget Manager; Jason Thompson-Interim Main
Street Coordinator and Belinda Hinojosa-City Secretary.
Guests Present: Ron Trusler

Mayor Woods delivered the Invocation.
The Council and staff then reviewed the agenda for the City Council meeting of July 23,
2002.
Councilmembers Mary Jane Shanes and Buddy McGehee were granted excused
absences.
Wally Hatch, City Attorney reviewed the Open Meetings Act.
The Council reviewed the ordinance addressing fences. Jim Jeffers, City Manager
stated that it is difficult to regulate fence construction since no permit is required.
Current ordinance states the maximum height of a fence or wall in a required front yard
or an R-1L, R-l, R-2, 2F, or SF-A District shall not exceed thirty-six (36) inches. All
fences and walls in the required front yard, except headlight screens as required in
Section 31, shall be at least fifty (50) percent open. He stated there could be a visibility
problem around street corners and driveways, children playing on sidewalks and
driveways and oncoming traffic at intersections. Since the Planning and Zoning
Commission is looking into the matter, no action was taken.
Jim Jeffers, City Manager addressed the parks watering policy. He stated the Council
had agreed to reduce the water budget three years ago from $55,000 to $44,000.
$100,000 was spent on improving the underground sprinkler system as a means of
conservation. He stated the current watering policy allows watering to commence in
late June through early September with no winter watering.
Mayor Woods expressed the City should be a leader in water conservation.

Councilmember Tipton stated the parks should be kept green and watering should start
early. He stated there was a weed problem in the parks. He suggested contacting
Texas Tech to do a study that would show how much water is required for the parks.
Councilmember Owen stated the trees needed more water and should be watered in
the winter also. He stated he had no problem with conservation, but that a happy
medium would need to be maintained.
Counciimember Bertsch stated Regional Park did not look very good. He agreed with
Councilmember Tipton's suggestion to have Texas Tech look over the park watering
situation. He stated he would not mind spending an additional $20.00 personally to
improve the look of City parks.
Jim Jeffers stated he would talk to Texas Tech about a study. He also mentioned that
Rusty Reese, Parks Superintendent attends training throughout the year and would also
ask for his recommendations.
Mike Carroll, Captain of Criminal Investigations presented a quick overview on the drug
problem in Plainview.
City Manager, Jim Jeffers advised Resolutions for the 2002 Texas Municipal League
Annual Conference are due August 31, 2002.
The Council reviewed the council meeting places and times and chose to leave as is.
Them being no further business, the meeting was adjourned at 1:00 p.m.
