The Plainview Hale County Board of Health met 11
February 1965 at the Alcove Restaurant, Dr. Randall
Heye presiding.
Mosquito's, Migrant Health gin managers meeting and
plans for a Health Department building were topics pre-
sented for the Board's discussion and comideration.
After lengthy discussion on how to obtain maximum
results with minimum available funds for Mosquito Con-
trol, Ray Blair made the motion that the Board wtite a
letter to the Commissioner's Court recommending an
early larviciding program to begin as soon as possible.
Oliver Harmel second the motion...Motion carried.
Tentative date for the Migrant meeting was set for
18 March at the Farm Bureau conference room. The Board
would be advised, by letter, confirming definate date.
Dr. Heye requested Marshall Pharr to work with Dr.
Marshall in preparing an outline of plans meeting the
Hill -Burton requirements for a Health Department build-
ing. If possible, a pelimtnary report to be made at the
March meeting.
Currant bills were presented. Edgar Brown moved

Arbovirus Investigations
Disease Ecology Section, PHS, CDC - 1965
Ecological and Epidemiological Studies in Hale County, Texas
This will be a cooperative endeavor between the Texas State Department
of Health, the Plainview -Hale County Health Department, and the
Kansas City field stations of CDC°
Intensive prospective study of human cases of acute febrile CNS disease
1. Search for human cases will be initiated early in the season, and
close liaison will be maintained with local physicians, clinics, and
hospitals throughout the season. Paired sera and cerebrospinal
fluid will be collected from all suspect cases; and central nervous
system tissue, liver, and pancreas will be collected from all fatal
cases The Kansas City Field Station will collaborate in the study
of cases with CNS involvement which are not caused by arboviruses.
For this purpose, stools or rectal swabs and throat swabs will be
collected from each suspect case.
Acute and convalescent sera from suspect human cases will be

centrifuged at Plainview and then shipped to the Greeley Laboratory
for subdividing and subsequent testing. They will be tested on a
current
viruses.

Positives will be confirmed by neutralization tests.
Negative specimens may be tested at a later date by CF test for
Hart Park, Cache Valley, and
arboviruses. Cerebrospinal fluids and tissues from fatal
suspect human cases will also be shipped to the Greeley Laboratory.

These together with acute serum specimens will be tested in DETC
and suckling mice for 4E, SLE, and other arboviruses. Stools,
rectal swabs, and throat swabs will be shipped to the Kansas City
Laboratory, where they will be tested for upper respiratory viruses,
enteroviruses, or other etiologic agents.
B. Retrospective study of WE and SLE immunity rates
A pre- and post -epidemic series of the human sera from Hale County
will be tested for WE and SLE antibodies by HAI and neutralization test.
C. Observations on equine encephalitis
Reports will be obtained from all Hale County veterinarians of suspect
cases of equine encephalitis. A representative series of paired acute and
convalescent sera will be tested for HAI antibodies against WE and other
selected arboviruses.
D. Sentinel flocks
1. Standard sentinel flocks will be maintained at 4 sites in Hale County
and possibly at 2 sites in Lubbock County. At least 2 of the flocks
will be bled at weekly intervals and tested for WE and SLE antibodies.
2. During the peak of the transmission season consideration will be given
to supplementing the routine flocks by exposure of additional non-
immune chickens.
E. Mosquito studies
1. Mosquito population indices will be obtained from light and shed traps
at the four sentinel sites and from red boxes and NRP's. Shed and
light trap collections will be kept separate from red box and NRP
collections, and gravid, engorged, and deplete specimens will also
be separated.

2. Each week from July throuf t October, 25 Pools of Culex tars itis

F. Reptile atu ies

2. Approximately 100 other reptile specimens (Hetes an, Pituophis,
P—�n_ asoma, etc.) will be collected and processed as under item 1
above.
3. Preliminary field observations will be made in the late fall and
early spring months to determine what kinds of mosquitoes,
Culicoides, or other blood -sucking insects may be attracted to
anake-baited traps.
C. Bird and mammal studies
1. A weekly census will be made of bird populations in the study area
from mid-June through September and observations will be made upon
nestlings and fledglings of the more common species. Attention will
also be given to patterns ofbird migration in and out of the study
area.
2. Routine trapping and transect indices will be obtained on small
mammal populations from mid-June through September. Observations will
be made of breeding periods and the emergence of young from their
nests. Near the end of the transmission season, sera will be col-
lected from about 50 specimens each of young -of -the -year jack rabbits
and cottontails and tested for WE and SIE antibodies.
H. Experimental control studies
1. Twenty representative farmsteads in the endemic area of Hale County
will be used for experimental control studies. Ten of these will be
selected at random and treated in May with outdoor residual sprays of
DDT. Thirty six -week-old chickens will then be released on each of
the 20 farms. In the fall (October) the chickens will be bled and

tested for WE and SLE antibodies to determine if there were any
significant differences in transmission on the treated and un-
treated farmsteads. Serum specimens will also be collected from
all of the humans on each farmstead in the spring and fall. These
paired sera will be tested for WE and SLE antibodies to determine
if there were differences in the conversion rates on the treated
and untreated farmsteads.
Overall plan of participation in Hale County studies
The State Health Department will provide the overall coordination
of activities, including the cooperative studies being carried out in
Lubbock County, and will conduct any supplemental field or laboratory
studies which appear to be indicated. The Plainview -Hale County
Health Department will serve as the focal point for the investigations.
It will actively solicit prompt reporting of all suspect cases from
physicians, clinics, and hospitals, and will handle public relations
and publicity releases. CDC will: (1) collect, process, ship, and
test all sera and other specimens from human suspect cases, and will
transmit weekly reports of the results to the City -County Health Department
with copies to the State Health Department and the referring physician;
(2) collect and test avian sentinel sera, mosquito pools, and blood and
other tissues from wild vertebrates; (3) obtain seasonal population
indices for mosquitoes, wild birds, and mammals; and (4) conduct and
evaluate experimental control studies.
