HomeMy WebLinkAbout04-08-1971 Board of Health MinutesThe April meeting of the Plainview -Hale County Board of Health met April 8, 1971, at the Far East Restaurant. Meeting was called to order at 12:30 P.M. by chairman Sam Langford. Attending were Dr. Gerald Wagner, Mary Lou Truesdale, Clara Neis, Keltz Garrison, Viola Espinosa, Oliver Harmel, Sam Langford, Edgar Brown, Ray D. Blair, Dr. Randall Heye and Dr. Ray Freeman. The minutes of the meetings of February 25 and March 17, 1971, were read and approved. Oliver Harmel made a motion that March bills be paid. Edgar Brown seconded motion. Motion carried. Mary Lou Truesdale reported that HEW application was in the mail March 31, as per their instructions; that the Plainview Family Service Clinics had been moved to the Health Department office and were being held every other week from 12:30 to 2: P.M.; that they were soliciting voluntary staff members to assist with meetings; that the office is losing Health Aid Sue Davis, who is moving to Stanton; that she, Milton Sims and Dianna Martinez had attended a State Public Health meeting in Fort Worth where she had been named Secretary Elect of Nursing Care Section, Texas Public Health Asst3ciation, which would necessitate travel to Austin to attend three meetings this year and she would appreciate travel expense for these meetings but regardless, she will attend, as it will be good for Plainview and Hale County. Dr. Wagner reported that there was a new bill before the legislature pertaining to the Board, but that the only way it would affect our organization would be to increase the number of board members to 9, to include a dentist and three doctors. Dr. Wagner stated that he had never had any understanding with regard to personnel, but when they had had vacancies he had hired and when the need arose he had fire the help. Dr. Heye stated that the Board should give Dr. Wagner a vote of confidence, and as Acting Director, he should have authority on the actual functioning of the unit. Edgar Brown brought to the attention of the Board that Cliff Martin's job terminates May 31, 1971, and members of the board expressed com- passion for him because of his terminal illness. Sam Langford reported that the City will do everything possible to keep the health program going, and that as soon as Marshall. Pharr furnishes him with pertinent information, he will visit with the County Judge and give him the information for the Court. Dr. Wagner reported that his work load as well as other members of the staff was increasing greatly. Action on recommendation of travel expense to Austin for Mary Lou Truesdale as well as recommendations for pay raises was postponed until after the visit with the judge. There being no further business, the meeting adjourned.
