HomeMy WebLinkAbout92-2928ELECTRICAL CODE ORDINANCE - AMENDMENT ORDINANCE NO. 92-2928 VOID AN ORDINANCE AMENDING THE ELECTRICAL CODE ORDINANCE NO. 84-2550; PROVIDING FOR AN AMENDMENT TO ! 1.4(i), MASTER SIGN ~.ECTRICIAN; il. 4(j), JOURNEYMAN SIGN ELECTRICIAN; ! 4.2, I~.IGIBILITY FOR MASTER ELECTRICIAN AND MASTER SIGN ELECTRICIAN LICENSE; ~ 4.3 ELIGIBILITY FOR JOURNEYMA~ ELECTRICIAN AND JOURNEYMAN SIGN ELECTRICIAN LICENSE; ~ 4.8, EXAMINATION FEES; AND § 4.10 LICENSE FEES; § 4.13 RENEWAL FEES; PROVIDING FOR A CUMULATIVENESS CLAUSE; PROVIDING FOR A CONFLICTS PROVISION AND PROVIDING FOR AN EFFECTIVE DATE. 189 WHEREAS, Ordinance No. 84-2550, known as the City of Plainview Electrical Code, sets forth the rules and regulations governing the Electrical Board; and WHEREAS, from time to time it is advisable to review the Electrical Codeand update such; and WHEREAS, it is found to be in the best interests of the City of Plainview to amend the following sections; NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Plainview, Texas that the Electrical Code shall be amended to read as follows: Section I. § 1.4 (i). Sign Electrician Master. The term Sign Electrician Master shall mean a person who is skilled in the methods and practices of electrical installations, who proposes to do sign installations and to enter into agreements or contracts for such installations, and who holds a license issued under the provisions of this code. This definition does not include running lines or circuits from sign location to or into building or load center. § 1.4(j). Sign Electrician Journeyman. The term Sign Electrician Journeyman shall mean one skilled and experienced in the physical labor involved in electrical installations of signs and who does or holds l~imself out as intending to do electrical installations under the supervision of a Sign Electrician Master and who holds a license issued under the provision of this Code. This definition does not include running lines or circuits from sign location to or into building or load center. § 4.2(a). Eligibility for Master Electrician. To be eligible to hold a license as a Master Electrician within the City of Plainview, each applicant for such license shall be a high school graduate or the equivalent thereof, shall have had four years of Journeymen level 1 of 4 190 VOID § 4.8~ ~ . The following schedule of fees shall be charged each applicant for the electrical license and said fee shall be paid to the Secretary of the Board of Electrical Examiners on or before taking the respective examination. The fees required to be paid herein are in addition to the Hcense fees which are hereinafter required. The examination fees herein required shall not be returnable to the applicant for any reason and all sums collected by the Secretary of the Board shall be paid over ~o the General Fund of the City of Plalnview. The fees are as 'follows: Master Electrician: Sign Electrician Master: Journeyman Electrician: Sign Electrician Journeyman: Maintenance Electrician: $100. O0 $ 70.00 $ 50.00 $ 40.00 $ 5.00 § 4.10. License Fees. Each successful applicant for an electrician's license sbal! pay the following respective fee for licensing: Master Electrician: $100.00 Sign Electrician Master: $ 40.00 Journeyman Electrician: $ 20.00 Sign Electrician Journeyman: $ 20.00 Maintenance Electrician: $ 15.00 The fees enumerated and required by this section shall be paid and delivered to the Secretary of the Board of Electrical Examiners within thirty (30) days after the applicant is notified that he has passed the examination. Complete re-application and re-examination will be required if such fee is not paid and required bond posted within the time herein specified. All license fees collected by the Secretary of the Board shat1 be paid over to the General Fund of the City of Plainview. § 4.13. Renewal Fees. The fees for the renewal of any license issued under the provisions of this Code shall be paid to the City Electrical Inspector who shall duly pay all fees received into the General Fund of the City of Plainview. The fees are as follows: Master Electrician: $ 75.00 Sign Electrician Master: $ 30.00 Journeyman Electrician: $ 15.00 Sign Electrician Journeyman: $ 15.00 Maintenance Electrician: $ 15.00 The fees as listed above shall be charged for the renewal of any licenses, provided applications for renewal of such license is made within the Hme provided and before expiration of applicant's license. I of 5 192 To be eligible to hold a license as a Master Electrician within the CRy of Plalnview, each applicant for such license shall be a high school graduate or the equivalent thereof, shall have had four years of Journeymen level experience under the supervision of a licensed and bonded Master Electrician or equivalent, shall have passed an examination for Journeyman Electrician, be the holder of a Journeyman Electrician's License, and shall demonstrate his professional competency by passing an examination for Master Electrician with a minimum grade of 70%. § 4.2(b). Eligibility for Sign ·Electrician Master. To be eligible to hold a license as a Sign Electrician Master within the City of Plainview, each applicant for such license shall be a high school graduate or the equivalent thereof, shall have had two years of Journeymen level experience under the supervision of a licensed and bonded Sign Electrician Master or equivalent, shall have passed an examination for Sign Electrician Journeyman, be the holder of a Sign Electrician Journeyman's License, and shall demonstrate: his professional competency by passing an examination for Sign Electrician Master with a minimum grade of 70%. § 4.2(c). Exemption from Eligibility for Sign Electrician Master. The City of Plalnview wlil recognize the license of any Sign Electrician Master licensed by a city within the State of Texas as satisfying the licensing requirements, provided that: (1) The Sign Electrician Master submits proof of his/her Sign Electrician Master license to the Code Enforcement Department; and (2) The Sign Electrician. Master shall obtain an Electrician's Bond as required by § 4.15 of the Electrical Code. § 4.3(a). Eligibili.ty for Journeyman Electrician. To be eligible to hold a license as a Journeyman Electrician, each applicant for such license shall be a high school graduate or the equivalent thereof, shall have had four years experience as an Apprentice in electrical construction under the supervision of a licensed and bonded Master Electrician or equivalent, and shall demonstrate his qualifications by passing an examination for Journeyman Electrician with a minimum grade of 70%. § 4.3(b). Eligibility for Sign Electrician Journeyman. To be eligible to hold a license as a Sign Electrician Journeyman, each applicant for such license shall be a high school graduate or the equivalent thereof, shall have had two years experience as an Apprentice in electrical construction under the supervision of a licensed and bonded Sign Electrician Master or equivalent, and shall demonstrate his qualifications by passing an examination for Sign Electrician Journeyman with a mirimum grade of 70%. § 4.3(c). Exemption from Eligibility for Sign Electrician Journeyman. 2 of 5 The City of Plainview will recognize the license of any Sign Electrician Journeyman licensed by a city within the State of Texas as satisfying the licensing requirements, provided that: (1) The Sign Electrician Journeyman submits proof of his/her Sign ElectriCian Journeyman license to the Code Enforcement Department. § 4.8. Examination Fees. The fees are as follows: Master Electrician: $100.00 Sign Electrician Master: $ 70.00 Journeyman Electrician: $ 50.00 Sign Electrician Journeyman: $ 40.00 Maintenance Electrician: $ 5.00 § 4.10. License Fees. Complete re-application and re-examination will be required if such fee is not paid and required bond posted within the time herein specified. All license fees collected by the Secretary of the Board shall be paid over to the General Fund of the City of Plainview. § 4.13. Renewal Fees. The fees for the renewal of any license issued under the provisions of this Code shall be paid to the City Electrical Inspector who shall duly pay all fees received into the General Fund of the City of Plainview. The fees are as follows: Master Electrician: $ 75.00 Sign Electrician Master: $ 30.00 Journeyman Electrician: $ 15.00 Sign Electrician Journeyman: $ 15.00 193 3of5 Maintenance Electrician: $ 15.00 The fees as listed above shall be charged for the renewal of any licenses, provided applications for renewal of such license is made within the time provided and before expiration of applicant's license. However, any license may be renewed during the succeeding twelve months from its expiration date upon approval of the renewai by the Board of Electrical Examiners and payment of the fee for the original license. NO license may be renewed after a period of twelve (12) months from the expiration date of the original license. After the expiration .of said twelve (12) month period, any person desiring any electrical license authorized to be issued under this Code shail be required to qualify by taking the examination for such class of license as may be desired, and pay the original fee for such license. Section II. Provisions of this ordinance are cumulative and nothing herein shall prevent, alter, or diminish the applicability or enforcement of other ordinances restricting, regulating, or governing the subject matter herein. Section III: All ordinances or portions of any ordinance of the City of Plainview, Texas in conflict herewith, are hereby amended to conform with the provisions hereof. Section IV: This ordinance shall be of full force and effect upon its passage and publication as required by law. PASSED AND APPROVED this 28th day of July, 1992. E.V.
