HELD ON THE FIRST SATURDAY IN APRIL OF 1986, THE-SAME BEING THE FIF'T~i DAY OF THE MONTH, FOR THE ET,Fl`T'ION OF (1) MAYOR FOR THE CITY OF PLAIN~TIEW; (2) FOR THE ELECTION OF ONE COUNCII~NIAN FOR PRECINCT ONE ON THE CITY COUNCIL. OF THE CITY OF PLAINVIEL~T; (3) -FOR THE ELECTION OF ONE COUNCILt~1AN FOR PRECINCT TWO ON THE CITY COUNCIL OF THE CITY OF PLAINVIEW; (4) FOR THE E7~'TION OF ONE COTJPICILMAN FOR PRECINCT THREE CN THE CITY COUNCIL OF THE CITY OF PIAIN~TIEW; (5) FOR THE ELECTION OF ONE COUNCILMAN FOR PRECINCT FOUR ON THE CITY COUNCIL. OF T~ CITY OF PLAINVIEW; DESIGNATING THE PLACE Wf~RE SAID ELECTION IS TO BE HELD; AND APPOINTING PRESIDING OFFICIALS THEREOF.; Ai~TD DF~~RTNG AN EMER~i CY. BE IT ORDAINID BY TIC CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS: SECTION l: In accordance with the, statutes provided and the - Charter of that City of Plainview, an election shall be held in and for the City of Plainview on the first Saturday in April, 1986, the same being the fifth day of the month, fore the election of (1) a Mayor for the City of Plainview; (2) for the election of one Counci]man for Precinct One on the City of Plainview; (3): for the elction of one alderman for Precinct Tu~o on the .City Council of the City of .Plainview; {4) for the 'election of one alderman for Precinct Three on the Citv Council of the City of Plainview; (5} for the election of one Councilman for Precinct - Four on-the City Council of the City of Plainview. SECTION 2: That said election shall be held in each of the designated precincts within the City and.. at the designated polling places within each district provided. by ordinance of the City of .Plainview, Texas. All territory located within the corporate limits of the Citg of Plainview, Texas, is divided into seven election precincts. Precinct l: Ash School 908 Ash Street Precinct 2: Hillcrest Elementary 315 ~++~est Alpine Street Precinct 3: Lakeside Elementary 1800 Joliet Street Precinct 4: College Hill.. Elementary 707 Canyon Street Precinct 5: Edgemere Elementary 2601 G~Iest 20th Street Precinct 6: Plainview High School 1501 Quincy Street Precinct 7: Coronado Junior High 1100 West 24th Street 3 ~~ Section 3: Said election shall ke conducted by the following-who are hereby appointed to hold said election. ~,.,. ~~ 1• 2. 3. 4. 5. 6. 7. Consuelo Soliz J.J. Williamson Betty Hurt. Nlrs . L. A. Royal Karen Sandlin Mrs. Jack Fora Velon Tcxnmsen Consuelo Soliz and Roland McCutcheon are hereby appointed as the election :officials of Precinct 1. ~onsuelo Soliz shall act as the presiding judge of Precinct No. 1. Roland McC~.itcheon is hereby appointed first alternate judge to act as presiding judge of Precinct No. 1 in the-event that'Consuelo Soliz is for any reason unable to serve as such, presiding judge. J.J. Williamson and Mrs. Mavis Williamson are .hereby appointed. as the election officials of Precinct 2. J.J. Wi_lliamscn shall- act as .the presiding judge of Precinct No. 2. Mrs. Mavis Williamson is hereby appointed first alternate judge to act as presiding judge of Precinct No. 2 im the, event that J.J. Williamson is for any reason unable to serve. as such presiding judge. Betty Hurt and Bernadine Nobles .are hereby appointed as the election officials of Precinct 3. Betty Hurt shall act as the presiding \~ judge of Precinct No. 3. is hereby appointed first `-~ alternate judge to act as presiding judge of Precinct r1o. 3 in the event that Betty Hurt is for any reason. unable to serve as such presiding judge. _ Mrs. L.A. Royal and Mrs. Anita Maldonado are hereby appointed as the election officials of Precinct. 4. Mrs. L.A. Royal-shall act as the presiding judge of Precinct No. 4 and Mrs. Anita Maldonado is hereby appointed first alternate judge to act as presiding judge of Precinct 4 in the event that Mrs. L.A. Royal is for any reason unable-to serve as such presiding judge. Karen Sandlin and Leta Bennett are hereby appointed as the election officials of Precinct 5. Karen Sandlin shall act as the presiding judge of Precinct No. 5 and Leta Bennett shall act as the presiding judge of Precinct No. 5 in the event that Karen Sandlin is for any reason unable to serve as such presiding judge. Mrs. Jack Ford and Mrs. Maude Brown are hereby appointed as the election officials of Precinct 6. Mrs. Jack Ford shall act as the presiding judge of Precinct No. 6 and. Mrs. Maude Brawn shall act as the presiding judge of Precinct No. 6 in the event that Mrs. Jack Ford is for any reason unable to serve as such presiding judge. Velon Townsen and Mrs. Lillian Tawnsen are hereby appointed as the ~ ~ election officials of Precinct 7. Velon Townsen shall act as the ~'~_, presiding. judge of Precinct No. 7 and Mrs. Lillian Tawnsen shall. act as the presiding judge of Precinct No. 7 in the event that Velon Townsen is for any reason unable to serve as such presiding judge. ~~ - _ Q~~ ~" The presiding judge of said. Precincts shall appoint not less than -' two clerks and as many additional clerks within. the authorized limit as he deems necessary for proper conduct of the election. SECTION 4: It is further. provided that the maximum number of clerks which shall be appointed to service in said election shall not be in excess of fifteen persons for each district. ..SECTION 5: The. officers of the City of Plainview, Texas to be elected are as follows: 1. A Mayor 2. A Councilman to fill .Precinct Qne on the City: Council of the City of Plainview as designated in Section 202. of the Charter of the City of Plainview, Texas. 3. A Counci]snan to fill Precinct. Two on the City Council of the City of Plainview as designated in Section 202 of the Charter of the City of Plainview, Texas. 4. A Councilman to fill Precinct Three on the City Council of the City of Plainview as designated in Section 2.02 of the Charter of the City of Plainview,.Texas, as amended. 5. A Councilman to fill Precinct Four on the City Council of the r City of Plainview as designated in Section 202 of the Charter of the -' City of Plainview, Texas, as amended. SECTION 6: Said election. shall be held under and in accordance with the provisions of the statutes of the State of Texas and Charter of the City of Plainview, Texas, and all persons qualified to vote in said City under the Election- Laws of the Slate of Texas shall be allowed to vote. there. Said election shall be held and the polls shall be open from 7:OO a.m. to 7:00 p.m. and all electors shall vote in the voting precinct in which said voter resides and the place provided for voting in-said voting as provided in Ordinance No. 81-2477, as amended, of the City of Plainview,Texas. SECTION 7: Notice of said election. shall be given by posting and by publication of a copy of this Ordinance, and at the top of which shall appear the words "Notice of Regular Municipal Election for the Purpose of Electing Officers of the City of Plainview, Texas." Thirty days previous notice of said election shall be given by posting a copy of this Ordinance in the seven public places in said City of Plainview in each of the voting precincts provided for in Ordinance No. 81-2477, as amended, of the City of Plainview, Texas, one of which notices shall be posted at the polling places designated for the City Election. Notice by publication shall also be made by publishing notice of said election in the- Plainview Daily Herald (a newspaper of general circulation in Plainview, Texas) said .publication to be not store than `-- twenty-five. days nor less than ten days prior to the election. 1 a~ . -- SECTION 8 ; A copy of this Ordinance shall be also be served upon each of the election officials who have-been. designated to hold the election. The need: for this ordinance to be approved on one reading to meet restricted time tables .creates an emergency and it is imperative that more than one reading hereof be, and the same of hereby suspended; This ordinance shall be passed and take effect as an emergency measure and shall. be in full force and effect.-from ar~d after its passage as provided by law and it is so order.
