HomeMy WebLinkAboutR11-241RESOLUTION R11 -241 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF WAYLAND BAPTIST UNIVERSITY TO HOST THE "WAYLAND WELLNESS 5K AND FUN WALK AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS ROAD RACE; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates Hwy 194 (Quincy Street) in the corporate limits of the City of Plainview; and WHEREAS, the City of Plainview received a request from the Wayland Baptist University on January 19, 2011; and WHEREAS, the "Wayland Wellness 5K and Fun Walk will follow a route which includes State owned and operated streets within the corporate limits of the City of Plainview: this event will start at the Wayland Bowl and proceed south on Xenia Street to West 7 Street, turn east on West 7 to Vernon Street, then turn south on Vernon Street and progress to West 6 Street, turn east on West 6 Street, across Quincy Street State Highway 194) to Milwaukee Street, then proceed south on Milwaukee Street to the intersection with Parkway Drive. Then progress northeast on Parkway Drive to West 7 Street, east on West 7 Street to the intersection with Houston Street, progress north on Houston Street to West 8 Street, west on West 8 Street across Quincy Street (State Highway 194) to Xenia Street, turn north to the Wayland Bowl where it will conclude; and WHEREAS, the City Council of the City of Plainview finds that such race serves a public purpose in that it increases the public awareness in the importance of physical fitness; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the "WAYLAND WELLNESS 5K AND FUN WALK" be held this year on March 19, 2011 and use the above stated route; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed Agreement for the Temporary Closure of State Right of Way for use of State Highway 194 (Quincy Street) in such public events as this 5K and Fun Walk sponsored by the Wayland Baptist University; and WHEREAS, the City Council designates Mayor John C. Anderson as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. YMCA Road Race Page 1 of 2 417 418 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: I The request from Wayland Baptist University to host the "WAYLAND WELLNESS 5K AND FUN WALK" for March 19, 2011 is hereby approved. II. The public purpose of this event is to increase the public awareness in the importance of physical fitness. III. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY with the Texas Department of Transportation is hereby approved. IV. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY, to complete the 5K and Fun Walk preparation process.
