Speed Zone - Andy Taylor Road (from US 70 to US '194)
ORDINANCE NO. 02-3340
AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS, AMENDING
SECTION 24-158 OF THE CODE OF ORDINANCES TO ESTABLISH A
MAXIMUM RATE OF SPEED FOR VEHICLES TRAVELING
NORTHBOUND AND SOUTHBOUND ON ANDY TAYLOR ROAD;
PROVIDING FOR~ A PENALTY; CUMULATIVENESS CLAUSE;
CONFLICTS CLAUSE; SEVERABILITY CLAUSE; AND EFFECTIVE
DATE.
WHEREAS, the City Council of the City of Plainview, upon the basis of
engineering and traffic investigation, finds it necessary to establish a maximum
speed limit on Andy Taylor Road for traffic traveling northbound and southbound
within the corporate limits of the City of Plainview, Texas; and
WHEREAS, the City Council finds it in the best interest of the public safety
of the citizens of the City of Plainview to amend §24-158 to reflect these
changes; and
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
Plainview, Texas that:
Section I
The speed limit on Andy Taylor Road, within the City limits of Plainview, at the
following designated locations shall be amended in the Plainview City Code of
Ordinance (§ 24-158) and said speed limits shall be as follows:
(a) Beginning North of U.S. Highway 70, northbound traffic on Andy Taylor
Road to U.S. Highway 194, the maximum legal speed limit shall be 40 mph. The
maximum speed limit South of U.S. Highway 194 for southbound traffic on said
Andy Taylor Road shall be 40 mph, to U.S. Highway 70.
(b) The symbol "mph" as used in this Ordinance is a symbol for and
means "miles per hour".
Section II
Any person who shall violate or fail to comply with the provision of this ordinance
shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be
punished by a fine of not less than $1.00 and not more than $200.00.

Section III
Provisions of this ordinance are cumulative and nothing herein shall prevent,
alter, or diminish the applicability or enforcement of other ordinances restricting,
regulating or governing the subject matter herein.
Section IV
All ordinances or portions of any ordinance of the City of Plainview, Texas in
conflict herewith, are hereby amended to conform with the provisions hereof.
Section V
Should any section, subsection, or any portion hereof be deemed invalid for any
reason, such holding shall not render or invalidate any other section, sub-section,
sentence, provision, clause, phrase, or word severable therefore and the same
shall be deemed severable for this purpose.
Section VI
This ordinance shall be of full force and effect upon its passage and publication
as required by law.
