HomeMy WebLinkAbout11 0217 minThe City Council met on February 17, 2011, at the Plainview Convention Center, 2902 West 4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:25 a.m. on February 14, 2011. Mayor John C. Anderson presided. Councilmembers present were: Cathy Waggoner- District 2, David Garcia District 3, Wendell Dunlap- District 6, and Roland Nash District 7. Councilmembers Charles Starnes District 1, V. O. Ortega- District 4, and Ron Trusler- District were absent. Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City Manager, Mike Gilliland- Director of Public Works, Leslie Pearce -City Attorney, Sarianne Beversdorf- Director of Finance, Rusty Powers -Fire Chief, Delwin Derrick -Chief Building Official, William Mull Police Chief and Belinda Hinojosa -City Secretary. News Media Present: Tommy Young, Plainview Daily Herald Guests Present: Brandon Autrey Mayor Anderson led in the Invocation. Councilmembers Starnes, Ortega and Trusler were granted excused absences. Mike Gilliland, Director of Public Works presented for consideration the Award of Bids on the City of Plainview Municipal Water Utilities Reconstruction Project and authorize Mayor to execute necessary documents. He introduced Brandy Autrey with A &D Engineering. Mr. Autrey stated we had advertised in the Plainview, Lubbock and Amarillo. He presented a list of the contractors that purchased plans and specifications which were 12 contractors and 1 supplier. He also presented the sign in sheet for the mandatory meeting. He stated there were eight bidders present. He received emails from the contractors stating that other projects had come up. One bid was received from UCA in Wolfforth, Texas, which also has an office in Amarillo. The company is well qualified for this project. He recommended that the City accept the bid from UCA and move forward with the project. Mayor Anderson asked for public comment. There was no public comment. Councilmember Dunlap moved to approve the City of Plainview Utility Reconstruction Project and approve UCA as contractor in the amount of $1,494,410.00 and that after legal review the Mayor be authorized to sign the necessary papers. The motion was duly seconded by Councilmember Waggoner and carried by unanimous vote. Mayor Anderson presented for consideration on second reading Ordinance No. 11- 3544, an Ordinance of the City of Plainview, Texas Amending Chapter 19, Article V, Flood Prevention, of the Plainview Code of Ordinances, Establishing Updated Administrative Procedures for Flood Hazard Prevention in the City of Plainview; Designating the Local Floodplain Administrator; Adopting "The Flood Insurance Study for Hale County, Texas and Incorporated Areas Development Requirements; Repealer; Cumulativeness Clause; Conflicts Clause; Severability Clause; And An Effective Date. Since this was the second of two readings the Council chose to forego the staff briefing and asked for public comment. There was no public comment. Councilmember Nash moved to approve Ordinance No. 11 -3544 on second reading. The motion was duly seconded by Councilmember Garcia and carried by unanimous vote.
