HomeMy WebLinkAbout11 0222 minThe Plainview City Council met on February 22, 2011 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:55 p.m. on February 18, 2011. Mayor John C. Anderson
presided. Councilmembers present were: Charles Starnes District 1, Cathy Waggoner
District 2, V. O. Ortega- District 4, Ron Trusler- District 5, Wendell Dunlap- District 6 and
Roland Nash District 7. Councilmember David Garcia District 3 was absent.
Staff members present were: Greg Ingham -City Manager, Leslie Pearce -City Attorney,
Mike Gilliland- Director of Public Works, Will Mull Police Chief, Rusty Powers -Fire Chief,
Eric Turner -Main Street/CVB Coordinator, Sarianne Beversdorf- Director of Finance, and
Belinda Hinojosa -City Secretary.

Councilmember Wendell Dunlap delivered the invocation and led in the Pledge of
Allegiance.
Councilmember Dunlap moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Trusler and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of February 8, 2011 and
February 17, 2011; approval of financial reports; and approval of Resolution R11 -241, a
Resolution of the City Council of the City of Plainview, Texas, Approving the Request of
Wayland Baptist University to Host the "Wayland Wellness 5k And Fun Walk
Authorizing the Filing of the Agreement for the Temporary Closure of State Right -Of-
Way With the Texas Department of Transportation for this Road Race; Declaring that
the Event Serves a Public Purpose; and Agreeing to Comply with Regulations.
Chief William Mull presented the 2010 Racial Profiling Report. Mayor Anderson asked
for public comment. There was no public comment. Councilmember Trusler moved to
accept the Racial Profiling Report. The motion was duly seconded by Councilmember
Starnes and carried by unanimous vote.
Chief Mull presented for consideration Resolution R11 -240, a Resolution of the City
Council of the City of Plainview, Texas, Authorizing the Filing of a Grant Application for
the Police Department Traffic Safety Programs with the Texas Department of
Transportation; Designating an Authorized Official and Authorizing Such Official to
Execute all Necessary Documents; and Pledging Compliance to the Awarded Grant
Program. The City became eligible for a $4,000 grant. This was met because the City
participated in the State's Click It or Ticket program. The grant is $4,000 and comes
through TxDOT and can be used in any way. One of the requirements is that the
Council pass a Resolution to accept the grant and designate Mayor as the authorized
representative. The grant would be used to purchase three radar units for patrol units.
The radars would be a good asset for the Police Department.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Ortega moved to approve Resolution R11 -240. The motion was duly
seconded by Councilmember Waggoner and carried by unanimous vote.

There being no further business, Mayor Anderson adjourned the meeting at 7:23 p.m.
