4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
11:15 a.m. on February 28, 2011. Mayor John C. Anderson presided. Councilmembers
present were: Charles Starnes District 1, Cathy Waggoner- District 2, David Garcia
District 3, V.O. Ortega- District 4, Ron Trusler- District 5, Wendell Dunlap- District 6, and
Roland Nash District 7.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant
City Manager, Mike Gilliland- Director of Public Works, Sarianne Beversdorf- Director of
Finance, Rusty Powers -Fire Chief, Eric Turner -Main Street/CVB Coordinator, William
Mull- Police Chief and Belinda Hinojosa -City Secretary.

Mayor Anderson led in the Invocation.
Greg Ingham, City Manager presented for consideration Resolution R11 -242, a
Resolution Authorizing Participation in The Local Government Purchasing Cooperative
and Designating Authorized Representative. The Texas Local Government Purchasing
Cooperative was created to increase the purchasing power of government entities
throughout Texas and to simplify the purchasing process. The Cooperative is
administered by the Texas Association of School Boards and endorsed by the Texas
Municipal League and the Texas Association of Counties. All three organizations have
representation on the Board of Directors of the Cooperative. There are currently more
than 3,500 local governments, nonprofits, and other political subdivisions of the state of
Texas who are members in the Cooperative and nearly 600 of those are Texas cities.
The Cooperative was created pursuant to the authority granted by Chapter 791 of the
Texas Government Code, the Interlocal Cooperation Act. Its purpose is to obtain the
benefits and efficiencies that can accrue to members of a cooperative, to comply with
state bidding requirements, and to identify qualified vendors of commodities, goods, and
services; while realizing the benefits of economies of scale and current technology. The
process centers around the electronic BuyBoard which lists all items that have been
competitively bid and awarded by the Cooperative's Board of Trustees based on Texas
Statutes.
There is no cost to the City to join the Cooperative. Revenue to operate the
Cooperative and the system comes from a service fee payable by participating vendors
which was included as a part of the price they bid and were awarded.
The City is currently a member of Houston Galveston Area Council (HGAC) and the
Texas Comptroller of Public Accounts TPASS cooperative purchasing groups, which
were also created through the Interlocal Cooperation Act. Historically we have used
these tools, HGAC in particular, to help us obtain specialized equipment such as fire
trucks, ambulances, or street sweepers for example. While there may be other
opportunities for potential cost savings within the Cooperative, we are particularly
interested in joining the Local Government Purchasing Cooperative at this time because
they currently have a contract for the product that we plan to use as a part of the
Highway 70 project Insituform which will be used to line the sewer line that will be left
in place under the Highway.

He stated he is asking the Council to approve the Resolution and to designate Mayor
Anderson as the authorized representative. The City Attorney has not reviewed the
Resolution or Agreement. They are the standard Resolution and Contracts off the
website of the BuyBoard.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Trusler moved to adopt Resolution R11 -242. The motion was duly
seconded by Councilmember Garcia and carried by unanimous vote.
Mr. Ingham presented for consideration to authorize Mayor to sign Interlocal
Participation Agreement between The Local Government Purchasing Cooperative and
the City of Plainview, Texas. This is to authorize Mayor to sign the Agreement referred
to in Resolution R11 -242. The Agreement asks for a designated contact and we are
designating Sarianne Beversdorf as the official contact.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Nash moved to authorize Mayor to sign Interlocal Participation
Agreement between The Local Government Purchasing Cooperative and the City of
Plainview, Texas. The motion was duly seconded by Councilmember Trusler and
carried by unanimous vote.
The Council and staff reviewed the agenda for the City Council meeting of March 8,
2011.
There being no further business, Mayor Anderson adjourned the meeting at 12:14 p.m.
