WHEREAS, the City of Plainview, Texas provides water, sewer and Refuse Collection/Disposal services to its citizens; and WHEREAS, the Cit~r Council is charged with the responsibility of establishing rates, charges and fees to insure that service :provided is maintained at an acceptable. level; NOW - ~' ~~~''~''°~' BE IT ORDAINED BY THE CITY CaUNCIL OF THE CITY OF` PLAINVIEW, m~xac,; That Section 24-38 of the.
