4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
11:05 a.m. on April 18, 2011. Mayor John C. Anderson presided. Councilmembers
present were: Charles Starnes - District 1, Cathy Waggoner- District 2, David Garcia -
District 3, V. O. Ortega- District 4, Ron Trusler- District 5, Wendell Dunlap- District 6, and
Roland Nash - District 7.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant
City Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works,
Sarianne Beversdorf- Director of Finance, William Mull - Police Chief, Delwin Derrick -
Chief Building Official and Belinda Hinojosa -City Secretary.
Guests Present: Melanie Savage and Marie Savage
News Media Present: Tommy Young, Plainview Daily Herald
Mayor Anderson led in the Invocation.
Sarianne Beversdorf presented the Quarterly Investment Report for the period from
January 1, 2011 through March 31, 2011. The beginning book value for demand
deposits is $21,541,804 and the ending book value is $23,378,676. Interest earned this
period is $13,642.
The beginning book value for the portfolio is $18,834,057 and the ending book value is
$18,985,088. Interest earned this period is $37,929.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Trusler moved to approve the Quarterly Investment Report for the
period from January 1, 2011 through March 31, 2011. The motion was duly seconded
by Councilmember Starnes and carried by unanimous vote.
Delwin Derrick, Chief Building Official presented for consideration on second reading,
Ordinance No. 11 -3547, an Ordinance Amending the Zoning Map of the City of
Plainview by Issuance of a Specific Use Permit to Operate a Dog Grooming Service in a
Commercial Retail (C -2) Zoning District, Said Parcel Being 1901 -1903 North Quincy
Street of the High School Plainview Addition, Block 4, S30' -13, Lot 14 -16, City of
Plainview, Hale County, Texas; Cumulativeness Clause; Conflicts Clause; Severability
Clause; And Effective Date. Mr. Derrick stated that the insurance was good and in
effect since the 18 of this month and passage of this ordinance was now ready.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Nash moved to approve Ordinance No. 11 -3547 on second reading.
The motion was duly seconded by Councilmember Dunlap and carried by unanimous
vote.
The Council and staff reviewed the agenda for the City Council meeting of April 26,
2011.
