HomeMy WebLinkAbout11 0407 minThe City Council met on April 7, 2011, at the Plainview Convention Center, 2902 West
4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
11:25 a.m. on April 4, 2011. Mayor John C. Anderson presided. Councilmembers
present were: Charles Starnes - District 1, Cathy Waggoner- District 2, David Garcia -
District 3, V. O. Ortega- District 4, Wendell Dunlap- District 6, and Roland Nash - District 7.
Councilmember Ron Trusler- District 5 was absent.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant
City Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works,
Sarianne Beversdorf- Director of Finance, Eric Turner -Main Street/CVB Coordinator,
William Mull - Police Chief, Cosme Mendez -Code Enforcement Officer and Belinda
Hinojosa -City Secretary.
Guests Present: Melanie Savage, Linda Morris and Kallie Moore
News Media Present: Tommy Young, Plainview Daily Herald
Mayor Anderson led in the Invocation.
Councilmember Ron Trusler was granted an excused absence.
Greg Ingham, City Manager stated the City of Plainview contracted with the Buxton
Company in 2003 to provide the City and Plainview First information on what type of
retail firms would have demographic /psychographic matches with the Plainview retail
market and there are several businesses now located here that were identified in that
study. Last year we felt it would be beneficial to update that study and started the
process with the Buxton Company. As we worked through that process, reviewed the
data being generated, and talked to other communities that were working with the
Buxton Company on how they were using their data, we felt that it would be
advantageous to make this information more readily available to our local businesses as
well as others. The logical way to get that information out to our business community
seemed to be through the Chamber of Commerce and they have agreed to be the 'first
point of contact' to help make this retail information available to our local business
community.
He introduced Chas Stoker with the Buxton Group to give an overview of the
information available. They are headquartered in Fort Worth, Texas. They work with
retailers such as HEB, FedEx and they work with brands such as Under Armour,
Adidas, etc. He reviewed some of the data available to the City and businesses.
Cosme Mendez, Code Enforcement Officer presented for consideration on first reading,
Ordinance No. 11 -3547, an Ordinance Amending the Zoning Map of the City of
Plainview by Issuance of a Specific Use Permit to Operate a Dog Grooming Service in a
Commercial Retail (C -2) Zoning District, Said Parcel Being 1901 -1903 North Quincy
Street of the High School Plainview Addition, Block 4, S30' -13, Lot 14 -16, City of
Plainview, Hale County, Texas; Cumulativeness Clause; Conflicts Clause; Severability
Clause; And Effective Date. The business will be located at 1901 and 1903 N. Quincy.
She is applying for a specific use permit to operate a dog grooming service.
Mayor Anderson asked for public comment.

Melanie Savage stated she has been in the grooming business for a long time and
hopes to open in our area.
There was no public comment.
Leslie Pearce, City Attorney stated she has insurance binder and will receive permanent
insurance on Tuesday night. She said this needs to be made contingent on insurance.
Councilmember Ortega moved to approve Ordinance No. 11 -3547 on first reading
contingent on business getting general liability insurance. The motion was duly
seconded by Councilmember Dunlap and carried by unanimous vote.
Ordinance No. 11 -3548, an Ordinance of the City of Plainview, Texas, Hale County,
Texas, Granting Plainview Independent School District a Communication Tower in
Accordance With Section 8:37 Radio, Television, and Microwave Towers Regulations of
the Zoning Ordinances 89 -2798, 99 -3223, and 03 -3386; Requiring Plainview
Independent School District to Post a Bond for the Anticipated Cost of Removal of Such
Tower Upon Abandonment of Such Tower; Cumulativeness Clause; Conflict Clause;
Severability Clause; And Effective Date was pulled from the agenda.
The Council and staff reviewed the agenda for the City Council meeting of April 12,
2011.
There being no further business, Mayor Anderson adjourned the meeting at 12:42 p.m.
