STOPPING OR STANDING ORDINANCE NO. 91-2885 AN ORDINANCE OF THE CITY OF PLAINVIEW CREATING SEC. 23-380(J) TO PROHIBIT THE PARKING, .STOPPING OR STANDING OF ANY MOTOR VEHICLE ON A PORTION OF QUINCY STREET, PLAINVIEW, TEXAS, PROVIDING A PENALTY; CUMULATIVENESS CLAUSE; CONFLICTS CLAUSE; SEVERABILITY CLAUSE; AND EFFECTIVE DATE. WHEREAS, a traffic and. engineering study has .been conducted which indicates the parking of vehicles on Quincy Street between S.W. 3rd Street (FM 3466) and 5th Street (U.S. Hwy 70) is creating a hazardous situation for persons and property; and WHEREAS, the City of Plainview views the traffic problems as an urgent concern; and WHEREAS, the. City Council of the City of Plainview, Texas has determined that it would be in the best interest of the public that parking, stopping or standing of motor vehicles of any kind be prohibited on said portion of Quincy Street, City of Plainview, Texas NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Plainview, Texas: SECTION I Sec. 23-380(j) of the Plainview Code of Ordinances is hereby created to read as follows: Parking of vehicles on Quincy Street between S.W. 3rd Street (FM 3466) and 5th Street (U.S. Hwy 70) is hereby prohibited SECTION II. Should any section, subsection, or any portion hereof be deemed invalid for any reason, such holding shall not render or invalidate any other section, sub-section, sentence, provision, clause, phrase, or word severable. therefrom and the same shall be deemed severable for this purpose. SECTION III. Provisions of this ordinance are cumulative and nothing herein shall prevent, alter, or diminish the applicability or enforcement of other ordinances restricting, regulating or governing the subject matter herein. 1 of 2 - No Parking SECTION IV. _,,~ r - ` All ordinances or portions of any ordinance of the City of Plainview, Texas in conflict herewith, are hereby amended to conform with the provisions hereof.
