HomeMy WebLinkAbout11 0609 minThe City Council met on June 9, 2011, at the Plainview Convention Center, 2902 West 4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on June 6, 2011. Mayor Pro Tem Roland Nash presided. Councilmembers present were: Charles Starnes District 1, Cathy Waggoner- District 2, David Garcia District 3, V. O. Ortega- District 4, and Wendell Dunlap- District 6. Mayor Anderson and Councilmember Ron Trusler were granted excused absences. Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City Manager, Mike Gilliland- Director of Public Works, Sarianne Beversdorf- Director of Finance, Dennis Harkins Police Captain, William Mull Police Chief, Philip Mize -Fire Marshal, Delwin Derrick -Chief Building Official, Daniel Born Information Technology Specialist, Eric Turner -Main Street/CVB Coordinator and Belinda Hinojosa -City Secretary. News Media Present: Tommy Young, Plainview Herald Mayor Pro Tem Roland Nash led in the Invocation. Mayor Anderson and Councilmember Trusler were granted excused absences. Jeffrey Snyder, Assistant City Manager presented for consideration Ordinance No. 11- 3546, an Ordinance of the City of Plainview, Texas Amending Chapter 11, Fire Protection and Prevention, of the City of Plainview Code of Ordinances Establishing One Additional Position in the Captain Classification and to Eliminate One Position in the Equipment Operator Classification; Providing for an Increase in the Number of Personnel in the Captain Classification; and Removing Assignment Pay from the Fire Training Division; Severability Clause; Cumulativeness Clause; Conflicts Clause; Repealer; And Effective Date. The City of Plainview's Fire Department is a Civil Service Fire Department governed by Section 143 which provides guidelines to be followed if changes are going to be made to specific position job responsibilities and organizational structure. A few months ago the individual who served as the Fire Department's training officer retired. Upon that retirement Fire Chief Rusty Powers evaluated the position, discussed possible changes to the structure of the position with other staff and came to the conclusion that it would be more effective for the Fire Department to establish a Captain position in charge of training and eliminate one Equipment Operator position and the assignment pay that went with it for handling the Training Officer function. There will be no change in the total number of employees in the Fire Department. This Ordinance creates the new Captain position and eliminates one equipment operator position. Mayor Pro Tem Nash asked for public comment. There was no public comment. Councilmember Dunlap moved to approve Ordinance No. 11 -3546 on first reading. The motion was duly seconded by Councilmember Waggoner. The motion carried unanimously. The Council and staff reviewed the agenda for the City Council meeting of June 14, 2011.
